On roll call <br />vote, motion carried unanimously. <br /> <br />SHERIFF DEPARTMENT, Out-of-state travel approved MOTION, passed <br /> Mr. Ness moved and Mr. Risher seconded to approve out-of- <br /> state travel for Lieutenant Arland Rasmussen to attend the <br /> FBI National Academy Associates Training July 25-28, 1993 <br /> in Winnipeg, Manitoba. On roll call vote, motion carried <br /> unanimously. <br /> <br />SHERIFF DEPARTMENT, Out-of-state travel procedures not followed <br />Mr. Ness gave commissioners copies of a letter he sent to Sheriff Don <br />Rudnick concerning out-of-state travel for Deputy Mike Kelly who <br />attended the FBI Advance Latent Fingerprint School May 3 7, 1993 at <br />Shoreview, MN. The board of county commissioners did not approve that <br />travel request, and Mr. Ness asked Sheriff Rudnick to appear before <br />the commission on this date to explain why the proper procedures were <br />not followed like other county departments who follow county policy. <br /> <br />Sheriff Rudnick addressed a letter to the board of commissioners, <br />dated June 4, 1993, indicating that he was unable to attend today's <br />meeting but he sent Jim Thoreson in his behalf. Mr. Thoreson said <br />Mike Kelly was very interested in attending this course and he did not <br />charge for transportation, meals or lodging. There was no tuition <br />cost, but Mr. Kelly was on county time for the five days he was out <br />of the office. Mr. Thoreson felt that could be justified because <br />prior approval would not have been required if the seminary had been <br />held in-state. <br /> <br />Mr. Ness said the Sheriff's June 4th letter indicates that the <br />department sometimes receives short notice of seminars because the <br />class didn't fill up in their local area, and he said that was true <br />in this case. However, Mr. Ness found out that this was not true. <br />The FBI training officer notified law enforcement agencies in a five- <br />state area of this seminar on April 9th, 1993, which would have <br />allowed ample time to submit the proper request according to agenda <br />procedures. <br /> <br />Commission agendas can be amended for emergency items, and Mr. Ness <br />said the Sheriff's Department did have a travel request that was <br />amended into the May 3rd Commission agenda. Before that meeting, Mr. <br />Ness said he asked the Sheriff about Mike Kelly's travel request and <br />if there was a need to discuss it, but the Sheriff said it was not <br />necessary. Mr. Ness later learned that Mr. Kelly did attend the <br />seminar, and this concerns him. <br /> <br />Mrs. Toussaint said the letter which the Sheriff wrote to the <br />Commission was uncalled for. On April 27th, she received a request <br />from Deputy Kim Murphy requesting that Mike Kelly be allowed to attend <br />this seminar.
