Minutes--April 19, 1993 1017 <br /> <br />10. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Eckert seconded to approve out- <br />of-state travel for Leslie Johnson, Social Services <br />employee to Fergus Falls, MN on April 20, 1993, to attend <br />staffing for children in foster care. On roll call vote, <br />motion carried unanimously. <br /> <br />RESOLUTION #1993-5, Amend rules and regulations governing <br />installation and use of on-site sewage disposal systems <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to pass <br /> Resolution #1993-5 adopting "Amended Rules and Regulations <br /> Governing the Installation and Use of On-Site Sewage <br /> Disposal Systems for Cass County". On roll call vote, <br /> motion carried unanimously. <br /> <br />the <br /> <br />Helping H.A.N.D. Program, Distribution guidelines approved <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to approve <br /> Proposed Cass County Helping H.A.N.D. Program fund <br /> distribution guidelines presented by the Helping H.A.N.D <br /> task force. On roll call vote, motion carried unanimously. <br /> <br />RESOLUTIONS #1993-6, 7, 8 AND 9 FOR SPECIAL ASSESSMENT DISTRICT, <br />Windsor Green Subdivision paving <br />Kevin Bucholz, Moore Engineering, was present along with a resident <br />of Windsor Green Subdivision concerning a petition to the Board of <br />Cass County Commissioners to create a special assessment district for <br />street improvements in Windsor Green Subdivision, which is located in <br />the SW¼ of Section 29, Barnes Township. The Barnes Township Board of <br />Supervisors supports the petition and project with conditions outlined <br />in a letter of April 6, 1993. <br /> <br />Attorney Daniel Twichell prepared the necessary resolutions for <br />approving said special assessment district. County Auditor Michael <br />Montplaisir said this is the first district being formed since the <br />county updated policy last May on the criteria for creating special <br />assessment districts. This subdivision meets that criteria, he said. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to adopt the <br /> following resolutions for Street Improvement District No. <br /> 93-1 (Windsor Green Subdivision): RESOLUTION #1993-6 <br /> CREATING STREET IMPROVEMENT DISTRICT NO. 93-1 OF THE COUNTY <br /> OF CASS, NORTH DAKOTA; RESOLUTION #1993-7 DIRECTING <br /> ENGINEER TO PREPARE REPORT; RESOLUTION #1993-8 APPROVING <br /> ENGINEER'S REPORT; AND RESOLUTION #1993-9 DIRECTING <br /> ENGINEER TO PREPARE PLANS AND SPECIFICATIONS. On roll call <br /> vote, motion carried unanimously. <br /> <br />ROAD DEPARTMENT, County Road 16 near Davenport <br />In a memo dated April 7th, 1993, County Engineer Keith Berndt told <br />Commissioners the history of a request for road paving on County Road <br />#16 west of Davenport to State Highway 18. Mr. Berndt and Mr. Eckert <br />have discussed this road with township officers and local residents <br />over the past several months. He said the decision was made last <br /> <br /> <br />
