Minutes--September 8, 1992 914 <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Risher seconded to set the <br />date of public hearing on the 1993 county budget for <br />September 21, 1993, at 3:30 PM. Motion carried. <br />Mr. Shannon suggested meeting with Cass County's <br />legislative delegation and prospective delegates to see how <br />they plan to represent Cass County Government in the next <br />session. Mr. Wieland said he will consider this request. <br /> <br />22. <br /> <br />POLICY CHANGE, Eliminating smoking in Courthouse cafeteria <br />A recommendation was made by the Personnel Overview Committee to <br />eliminate smoking in the Courthouse south wing cafeteria for health <br />reasons. Petitions were received containing 81 signatures supporting <br />the suggestion and petitions were received with 54 signatures opposing <br />elimination of smoking in the cafeteria. Other comments were made <br />through the suggestion box. <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Shannon seconded to approve and <br /> post policy change in Section 2.41, Personnel Policy <br /> Manual, to eliminate smoking in the south wing cafeteria <br /> effective after the 15 days posting period. On roll call <br /> vote, motion carried unanimously. <br /> <br />23. <br /> <br />VOUCHERS, Approved MOTION, passed <br /> Mr. Shannon moved and Mr. Risher seconded to approve <br /> Vouchers No. 40,187 through No. 41,160. On roll call vote, <br /> motion carried unanimously. <br /> <br />24. <br /> <br />GARRISON DIVERSION CONSERVANCY, Request for presentation <br />Mr. Shannon asked for an update on Garrison Diversion at the next <br />County Commission meeting. <br /> <br />25. <br /> <br />DEPARTMENT WORK PLANS, Report by portfolio commissioners <br />Each Commissioner reported on their review of work plans for the <br />various departments in their portfolio. The majority have completed <br />their work on schedule but two department heads, Register of Deeds <br />Deanna Kensrud and Clerk of District Court Dorothy Howard, still have <br />not attended preliminary and follow-up management training through the <br />North Dakota Association of Counties. <br /> <br />26. <br /> <br />FUEL TANK REMOVAL, COURTHOUSE DRAINAGE PROBLEM, Committee reports <br />County Engineer Keith Berndt reported that the underground fuel tank <br />at the Juvenile Justice Center parking lot was removed today and there <br />is no evidence of soil contamination around the tank. The hole will <br />be back-filled and, after allowing for any settling, the area will be <br />blacktopped before winter. He said he will try to find a market for <br />the used tank. <br /> <br />Mr. Eckert said he reviewed the drainage problem around the Courthouse <br />with the County Engineer and County Auditor and will continue to <br />explore alternatives. Mr. Montplaisir said a permanent solution would <br />be to tie into the storm sewer. At the very least, the Maintenance <br />Department needs to modify their work schedule when winter begins so <br />that one person starts work early enough to clear ice from sidewalks <br />prior to 7:30 AM, he said. <br /> <br /> <br />
