Comm. Minutes--June 15, 1992 873 <br /> <br />13. <br /> <br />14. <br /> <br />The Commissioners received a letter from Director of Tax Equalization <br />Frank Klein on June 11, 1992, stating Philip Stafne withdrew his <br />assessment appeal on the Sunmart property on 724 North University Drive <br />in Fargo. <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Shannon seconded to adjourn <br /> County Board of Equalization meeting. Motion carried. <br /> <br />CHILD SUPPORT INCENTIVE LEGISLATION, Report from Kathy Ziegelmann <br />Kathy Ziegelmann, Child Support Enforcement Director, reported on the <br />status of federal child support incentive funds after attending a <br />meeting of the North Dakota Legislative Council's budget committee on <br />Human Services. <br /> <br />At the current time, 75% of incentive monies pass through to the <br />counties and the remaining 25% stays with the state. With the new <br />proposed legislation, 1% of incentive money would be deposited in an <br />incentive account to be used for child support enforcement education and <br />training. In order for counties to receive the remaining 99%, regional <br />child support units would have to meet staffing quotas before receiving <br />funds. Additionally, the state would have control over how money was <br />appropriated by looking at the "efficiency and effectiveness" of <br />regional units. Also, the 99% left must be used for child and family- <br />related programs. <br /> <br />Mrs. Toussaint asked who defines "efficient and effective" and Mrs. <br />Ziegelmann said most likely the state would. Mr. Goff said by measuring <br />the "efficiency and effectiveness" of units, the state is "taking money <br />out of the county's pocket" MOTION, passed <br /> Mr. Risher moved and Mr. Shannon seconded to have Kathy <br /> Ziegelmann and John Goff draft a letter to the state <br /> explaining Cass County's position (1% to be for <br /> education/training and 99% to go to county without any <br /> quotas or requirements). On roll call vote, motion <br /> carried unanimously. <br /> <br />FAMILY PRACTICE BILL, To be paid before month's end <br />Mr. Montplaisir said the Auditor's Office received a request from the <br />Family Practice Center be paid before June 30, 1992, which is their <br />year-end and they need to close books before this date. MOTION, passed <br /> Mr. Risher moved and Mr. Eckert seconded to pay Family <br /> Practice bill for $974.56 immediately. On roll call <br /> vote, motion carried unanimously. <br /> <br /> <br />
