Comm. Minutes--June 2, 1992 869 <br /> <br />Mr. Shannon suggested a written proposal and a list of options for the <br />Commission to consider, and that this item be placed on a regular <br />Commission agenda for formal action. Mr. Eckert said it is somewhat <br />of an emergency situation, as Mr. Grindberg is receiving a number of <br />telephone calls to get the bridge repaired and opened for travel. <br /> MOTION, failed <br /> Mr. Shannon moved that the request be formally written with <br /> options and scheduled on the next Commission agenda. <br /> Mrs. Toussaint seconded the motion for discussion, and she <br /> asked how long the bridge has been closed. Mr. Eckert <br /> thinks it has been closed about two weeks. He estimated <br /> that it will take 2-4 weeks of work to complete the <br /> repairs. At the call for the question and on roll call <br /> vote, the motion failed with Mr. Shannon and Mrs. Toussaint <br /> voting "Aye", Mr. Wieland, Mr. Eckert and Mr. Risher <br /> opposing. <br /> <br />MOTION, tabled <br />Mr. Eckert moved and Mr. Risher seconded that County Road <br />Department employees complete the repairs on the bridge in <br />question because of the emergency situation. <br />Discussion: Mr. Wieland thinks county crews can do the <br />work cheaper than a contractor because the Road Department <br />acquired used steal beams which can be used for this <br />project. Mr. Eckert said a contractor may be able to use <br />the Road Department's beams to lower their bid on the <br />project. Mr. Shannon said the bidding practice may allow <br />the work to be completed more quickly than using county <br />crews. Under an emergency provision in the North Dakota <br />Century Code, Mr. Risher said he thinks the County <br />Commission can by-pass the formal bidding process in this <br />case. The Auditor read a section of State law confirming <br />this. Mr. Wieland said he can call a special meeting of <br />the Cass County Board of Commissioners in a few days, which <br />would allow for Commissioner Eckert and the Road Department <br />to furnish more information than is available today. <br />Mr. Shannon moved and Mrs. Toussaint seconded to table the <br />motion.
