<br />Comm. Minutes--February 3, 1992 821 <br /> <br />Jim Hahn asked how the current oversight responsibility of the Cass <br />County Commission to the fair and Bonanzaville will change by this <br />agreement. Mr. Garaas said the Red River Valley Fair Association is <br />a North Dakota non-profit organization that is the county fair within <br />Cass County. He said if the Fair Association ever becomes defunct, <br />all of their assets, personal and real property, will become county <br />property, according to state law. He said that position doesn't <br />change because of the proposed agreement. <br /> <br />Also, Mr. Garaas said the Cass County Commission has oversight to the <br />extent that the Fair Association receives a portion of a discretionary <br />mill levy for operation of the fair, and, by practice, the Commission <br />has identified that they want the funds to go towards premiums, 4-H <br />exhibitions and agriculture. <br /> <br />Cliff Melroe asked if Bonanzaville will continue to receive the one- <br />quarter mill levy they are currently receiving, and Mr. Wieland said <br />the maximum that can be voted upon is one-quarter mill for a <br />historical society, according to State law. <br /> <br />Kyle Anderson, President of the Red River Valley Fair Association, <br />said the Fair Board doesn't intend to change the good relationship <br />they have had with Bonanzaville. <br /> <br />Call for the question: Not hearing any new information, <br />the Chairman closed the public comment period and the <br />question was called. The motion carried on roll call vote <br />with four members voting "Aye," Mr. Eckert opposing. <br /> <br />15. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Risher moved and Mrs. Toussaint seconded to approve <br />vouchers #33,050 through #34,125, with the exception of <br />#33601 for dues to the Cass County Bar Association. On <br />roll call vote, motion carried unanimously. There was some <br />question whether dues to an organization are paid by the <br />County or by the respective department head, and this will <br />be researched. <br /> <br />16. SOLID WASTE COMMITTEE REPORT, Lake A~assiz Re~ional Council Solid <br />Waste Board formed <br />Mr. Risher attended a meeting on February 24th whereby the Lake <br />Agassiz Solid Waste Regional Council was formed, representatives being <br />present from the counties of ~ass, Ransom, Richland, Sargent, Steele <br />and Traill. <br /> <br />17. CORRESPONDENCE, Received and filed <br />MOTION, passed <br />Mr. Shannon moved and Mrs. Toussaint seconded to receive <br />and file correspondence outlined by the secretary as <br />follows: Motion carried. <br /> <br />copy of letter from State's Attorney to Cass County Road <br />Department concerning the Sheyenne Street Improvement Project; <br />
