Comm. Minutes--January 13, 1992 807 <br /> <br />County Park funds for improvements at the campsite but was contingent <br />upon a new agreement being drafted between Cass County and the Fair <br />Association for operation of the campsite, according to minutes of the <br />Cass County Park Board. Mr. Shannon said he is embarrassed by the <br />past history on this situation and that a new agreement was not <br />drafted, but he said the agreement won't be necessary if the Red River <br />Valley Fair Association accepts the land from the County. Mr. Wieland <br />took the blame for not getting this matter resolved and suggested a <br />meeting of the Cass County Park Board in February or March. <br /> <br />RED RIVER VALLEY FAIR ASSOCIATION, Potential sale of land <br /> MOTION, passed <br /> Mr. Shannon moved and Mr. Risher seconded that the Cass <br /> County State's Attorney prepare a draft document which <br /> would make a gift from Cass County to Red River Valley Fair <br /> Association of the land known as Red River Valley Fair- <br /> grounds, excluding the County Road Department property, but <br /> including the campsite and Bonanzaville, with considera- <br /> tions given for the County assuming special assessment <br /> property taxes as exist of record or as might exist over <br /> the next l§-year period; and that when reviewed by the <br /> Commission, the final draft be formally presented to the <br /> Red River Valley Fair Association for their consideration. <br /> At the call for the question and upon roll call vote, the <br /> motion carried with Mr. Shannon, Mr. Risher and Mr. Wieland <br /> voting "Aye," Mr. Eckert opposing. <br /> <br />MOTION, withdrawn <br />Mr. Risher moved and Mr. Eckert seconded to allow the Red <br />River Valley Fair Association to erect 'two buildings as <br />requested at the last meeting. Discussion: The motion and <br />second were withdrawn because it appears it would be <br />redundant. The State's Attorney said it is his opinion <br />that the Fair Association doesn't need county approval to <br />erect buildings as long as it is within the corporate <br />purpose of the fair. He advised the Fair Association to <br />consult with their attorney before beginning construction· <br /> <br />Mr. Wieland asked if the Red River Valley Fair Association understands <br />the Commission's action today, and Mr. Anderson said he did. He could <br />see the benefit of the Fair Association owning the land when they need <br />to borrow money.
