CASS COUNTY INTEROPERABLE RADIO PROJECT
STATEMENT OFWoRKIAcCEPTANCE TEST PLAN

.:. Connection of new channel resources from Gold Elite console demarcation to the
owners logging recorder equipment

.:. Coordinating and policy development

6.0 SITE REQUIREMENTS AND DESIGN ASSUMPTIONS

Motorola has developed a comprehensive solution contained within this proposal with
the best intentions of satisfying the needs of the owner. Certain assumptions were
made in order for Motorola to design this system. The following is a list of site
, I requirements and design assumptions for the system.

.:. Assumption 1: Motorola has assembled this proposal using the assumption that
all existing towers and supporting structures will handle any required additional
loading and will provide the required vertical and or horizontal spacing required
for antenna placement. Motorola has not included the cost of any tower stress
analysis, tower rework or change out which may be required.

.:. Assumption 2: Motorola also assumes that equipment shelters, where applicable,
will have ample space, heating, air conditioning, ventilation AC power, and
access roads sufficient for installation and use. Back up power at each site will be
the responsibility of the owner.

.:. Assumption 3: The owner shall accept full responsibility for site acquisition, site
development and tower and building construction for all sites. Motorola can be
contracted to perform all site acquisition tasks for Cass County Interoperable
Radio Project.

SITE DEVELOPMENT AND PREPARATION

Prior to equipment installation, Motorola will perform a site evaluation to determine
if the site is ready to house the equipment, based on the requirements contained
within the Motorola document Standards and Guidelines for Communication Sites
(R56). Motorola can be contracted to engineer and/or implement any necessary
corrections discovered during this site evaluation.

The Motorola document Standards and Guidelines for Communication Sites (R56) is
a compilation from numerous technical authorities including, but not limited to the
Telecommunications Industry Association (TIA), the Institute of Electrical and
Electronic Engineers (IEEE), the American National Standards Institute (ANSI), and
the National Electrical Code@ QrnQ@). It is intended to define site requirements to
ensure personnel safety and provide an environment for proper equipment operation.

Motorola shall not be obligated to any other technical specification except as
referenced in this Statement of Work (SOW). Where this SOW references specific

. MOTOROLA

7

"This information is a trade secret which gives Motorola a competitive edge in the marketplace.
Disclosure to competitors would cause irreparable injury to Motorola. ..
