Minutes special meeting--May 20, 1991 667 SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS DRAFT PERSONNEL POLICY MANUAL REVIEW MAY 20, 1991, 1:00 PM All five commissioners were present to continue reviewing the draft of a personnel policy manual prepared by a committee consisting of Kathy Hogan, Steve Risher, John Goff, Scott Kildahl and Human Resource personnel. Board members read the revised pages of the draft manual made at the last meeting, which was held May 6, 1991. On Section 7.00, page 2 of 3, paragraph 2, (starting salaries) a few revisions were made so that this section and Section 7.40 would have uniform wording. Some changes were made in Section 7.40, page 3 of 4, paragraph five (pay rates for new employees). The wording in this paragraph is the same as in Section 7.00 (starting salaries) as mentioned above. An addition was made in Section 7.40, page 4 of 4 (pay rates for elected officials) to include policy on salaries for County Commissioners. An addition was made in Section 7.50, page 1 of 1 (on-call pay) to state that non-exempt employees who are required to work off-duty time will be considered "on-call" On Section 7.60, page 1 of 1 (inclement weather), the Commissioners decided to keep the current policy on inclement weather. On Section 7.70, page 1 of 1 (leave of absence), Mr. Wieland said he wanted to add that any non-elected department heads who refuse to comply with this policy, will be terminated. NOTION, passed Mr. Risher moved and Mrs. Toussaint seconded to accept the draft personnel policy and procedures manual as currently reviewed by the Commission, forward onto legal opinion and after which time the Commission will again meet and review the document with suggested legal changes and other changes as so needed.
