Comm. Minutes--February 19, 1991 627 <br /> <br />10. <br /> <br />Financing for the renovations was discussed. Ms. Johnson talked with <br />Mr. Michael Montplaisir, County Auditor. He said according to North <br />Dakota Century Code 57-47-01 the County may borrow 1 mill per year for <br />up to three years from the Bank of North Dakota. She said the panel <br />recommended to implement a new fee schedule to determine how outside <br />income could assist in financing jail renovations. <br /> <br />Chairman Shannon asked how long the renovations would last and Mr. <br />Kildahl said they should make the Jail and Sheriff's Residence usable <br />for another five to ten years. Sheriff Rudnick said a solution must <br />be found concerning the jail because the next inspection is in April <br />and if the Jail receives any deficiencies, it could be closed. <br /> <br />The initial cost of the renovations was estimated at $489,000. The <br />fourth phase of the project, which included $50,000 for remodeling the <br />basement of the Sheriff's Residence to house an exercise room for the <br />deputies, will not be included in this project. By subtracting <br />$50,000, the total approximate cost of the renovation project would <br />cost $439,000. Also, $70,000 was budgeted as the Jail Resolution line <br />item to make repairs and improvements to meet inspection standards. <br />Mr. Royce Yeater, architect from Yeater Hennings Ruff, said $10,000 <br />to $20,000 could be subtracted from the $70,000 because of <br />improvements made in the renovation. <br /> <br />Mr. Wieland said he was not opposed to the project but wanted more <br />time to review the proposals and since Commissioner Eckert is absent, <br />would like to defer the decision until the March 4th meeting. <br /> MOTION, failed <br /> Mr. Wieland moved to defer the final decision on jail <br /> renovation until the March, 4th Commission meeting. Motion <br /> failed for lack of a second. <br /> MOTION, passed <br /> Mr. Risher moved and Mrs. Toussaint seconded to proceed with <br /> jail renovation, to engage the architectural firm of Yeater <br /> Hennings Ruff for specifications, seek construction bids and <br /> approve financing plan of one mill or a competitive alternative <br /> to pay off a loan representing the total amount needed for jail <br /> remodeling and to adjust cost of renovation to $439,000. On roll <br /> call vote, the motion carried with three voting "Aye" and Mr. <br /> Wieland voting "No". <br /> <br />ABATEMENT HEARING, Community Homes Phase I and Phase II <br />Mr. Frank Klein, Director of Tax Equalization, gave his <br />recommendations on abatement numbers 3936 through 3943 for Community <br />Homes Phase I and Phase II for years 1988 through 1991. Community <br />Homes Phase I is a 90 unit and Phase II is a 96 unit apartment complex <br />located at 702 23rd Street South, Fargo ND. The abatements were filed <br />by Dwight Cuffe, manager of Community Homes. They are asking Phase <br />I be reduced from $1,754,300 to $1,017,494 and Phase II be reduced <br />from $1,858,700 to $1,078,046. The Fargo City Commission recommended <br />Phase I be lowered to $983,000 for 1988, 1989, and 1990; they <br />recommended Phase II be lowered to $1,092,000 for 1988, 1989 and 1990. <br /> <br /> <br />
