Comm. Hinutes--October 16, 1990 554 24. 25. 26. FAIR ASSOCIATION ANNUAL MEETING, Commission delegate appointed NOTION, passed Hr. Wie]and moved and Mrs. Toussaint seconded to authorize appointment of Oscar Sondra]l to represent the Cass County Commission at the North Dakota State Fair meeting on November 15th at Bismarck. On roll call vote, motion carried unanimously. CORRESPONDENCE, Received and fi]ed NOTION, passed Mr. Wie]and moved and Mrs. Toussaint seconded to receive and file correspondence outlined by the secretary as follows: copy of letter from States Attorney to Vern Keppler regarding the issuance and payment of special improvement warrants in Forest River Subdivision; from Howard M. O]son concerning vacancy on Garrison Diversion Conservancy District; Accountant Mike Montp]aisir's plan to solicit proposals for changing elevator maintenance agreements from full maintenance; Representative Byron Dorgan responding to Commission's resolution On proposals to cap or eliminate deductibi]ity of state and local income taxes; letter from Diane Johnson and from Hr. and Hrs. Joe] Dah] requesting reconsideration of funding for psychiatric services at Social Services Children's Center; position title and work plan for County Coordinator, copy of Phase II Hode] information from Scott Kildah] to Cass County legislators dated October 10, and letter from Scott Kildahl dated October 2, 1990, on implementation of the "Model" coordinated management system; copy of a message from States Attorney Robert Hoy to Personnel Director Geoff Riches in which Mr. Hoy felt it was improper to state that employees were required to attend recent United Way presentations; copy of letter from Lake Agassiz Regional Council to Town & Country Roll-Off requesting monthly financial statements before making a recommendation on their request for deferral of CDBG loan payment; copy of letter from Engineer Don Richards to Tom Fischer, Stanley Township Board Chairman, requesting sma]] pro3ect summary reports for 1989 approved pro3ects by October 15, 1990; copy of letter from Tom Fischer, Stanley Township Board Chairman, to Engineer Don Richards enclosing documentation for Stanley Township pro3ects, including repair of the Forest River Subdivision road; Personnel Department activity report for September, 1990; CDBG information letter on 1991 programs; customs activity report from City of Fargo; Bonanzavi]]e blue ribbon pane] minutes of October 3, 1990; request for name of Commission delegate to North Dakota State Fair Association annual meeting scheduled for November 15th at Bismarck Holiday Inn.
