Toussaint seconded to reduce the Emergency <br /> Fund levy from one mill to zero for 1990. Motion carried. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Shannon seconded that $400,000 be <br /> appropriated to the Emergency Fund for 1990. Hotion <br /> carried. <br /> <br />10. <br /> <br />GARRISON DIVERSION, Levy approved & letter to be written <br />MOTION, passed <br />Hr. Shannon moved and Hr. Wieland seconded to adopt the <br />budget submitted by Garrison Diversion Conservancy District <br />in the amount of $120,635. Motion carried. <br />MOT~ON, passed <br />Mr. Shannon moved and Mr. Wieland seconded that <br />Commissioners Wieland and Eckert draft a letter to Garrison <br />Diversion expressing the Commission's concerns about <br />fairness because not all counties pay into the conservancy <br />district, and counties not paying but getting first use and <br />first rights to the water; and that the letter be sent as <br />soon as possible to the appropriate agencies. Motion <br />carried. <br /> <br />11. WATER RESOURCE DISTRICTS, Levy approved MOTZON, passed <br /> Mr. Wieland moved and Hrs. Toussaint seconded to adopt the <br /> budgets as submitted by the Southeast Cass, North Cass, <br /> Maple River and Rush River Water Resource Districts. <br /> Motion carried. <br /> <br />12. SPECIAL ASSESSMENTS, Levy eliminated MOT£ON, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded to eliminate <br /> the special assessment levy and add that amount of $15,000 <br /> to the Buildings and Grounds budget. Motion carried. <br /> <br />13. ADVERTISING, Levy eliminated MOTION, passed <br /> Hrs. Toussaint moved and Mr. Wieland seconded to eliminate <br /> the Advertising budget and move Lake Agassiz Regional <br /> Council and Metropolitan Council of Governments to the <br /> Commission budget in the projects line item. Motion <br /> carried. <br /> <br />14. LAKE AGASSIZ REGIONAL COUNCIL MOTION, failed <br /> Mr. Wieland moved and Mr. Sondrall seconded to fund the <br /> Lake Agassiz Regional Council at $14,000 for 1990. Motion <br /> failed with Mr. Eckert, Mrs. Toussaint and Mr. Shannon <br /> opposing. <br /> <br /> <br />
