Cass County Commission removes sections of County Highways through Horace or <br />other small communities from the County Highway system and Cities provide and fund <br />all maintenance and improvements. <br /> <br />2. County Highways through Horace (or other small communities) remain on the County <br />Highway system. Normal maintenance and improvements of the highway under this <br />option would continue to by the County at County Expense. Individual agreements may <br />be worked out between the County and City regarding City cost participation in urban <br />style improvements such as storm drains, curb/gutter, pedestrian facilities, landscaping <br />and similar improvements not typical of rural County Highways. The City and County <br />should enter into agreements outlining standards to be used governing: <br />Access spacing, type and location <br />Right of way dedication for future developments <br />Plat approval process for plats adjacent to County highways <br />Signing (as prescribed by state law and the Manual on Uniform Traffic Control <br />Devices) <br />
