158 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />DECEMBER 6, 1988 <br /> <br /> Chairman Don Eckert called the meeting to order with four <br />members present, Ray Larson being absent. <br /> <br /> Mr. Sondrall moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br /> <br /> Glenn Ellingsberg appeared before the Board concerning the 911 <br />emergency telephone system for the rural areas of Cass County. <br />A fifty.cent excise tax was approved at the last General Election by <br />a majority of voters excluding Fargo and West Fargo, which presently <br />have the 911 system. He stated that the County needs to address <br />the rural identification system, and he requested that the Commission <br />allow him to work on some options with the County Planner. Regarding <br />costs of the 911 system, Mrs. Stanton stated that she requested that <br />Mr. Ellingsberg keep a record of his time because it should be paid <br />by the area 'benefited, not by Fargo and West Fargo residents. She <br />questioned whether the County Planner has time in his 1989 work plan <br />for any more projects. Mr. Ellingsberg stated that this would be a <br />Board decision. <br /> <br /> Chairman Eckert stated that the issue today is for the <br />County Commission to make a decision on implementing the rural <br />addressing system. Mr. Ellingsberg requested permission to explore <br />some areas and come back with recommendations for a committee to <br />review. Mr. Wieland moved and Mrs. Stanton seconded that the Fargo <br />and West Fargo Planners, the County Planner, Glenn Ellingsberg, and <br />one County Commissioner formulate a general plan on the rural <br />addressing system. Motion carried. The Chairman stated that the <br />Commission representative will be selected after January 1, 1989. <br /> <br /> A hearing was held on Application for Abatement and Settlement <br />of Taxes #3880 submitted by Nedrick Yahnke on property in the City of <br />Fargo. Mr. Yahnke was present and stated that he requested that the <br />valuation be reduced from $92,400 to the purchase price of $85,000. <br />Floyd Buerkley, Fargo City Assessor, stated that one sale does not <br />establish market value. He presented three comparable properties, <br />which he maintained would support the value of $92,400. Francis <br />Klein, County Director of Tax Equalization, stated that the Fargo <br />City Commission recommended that the abatement be denied, and he <br />recommended accepting the valuation set by Fargo. Mrs. Stanton moved <br />and Mr. Wieland seconded to deny the application for abatement and <br />settlement of taxes for Nedrick Yahnke. On roll call vote, the <br />motion carried with all members present voting "Aye". <br /> <br /> A hearing was held on Application for Abatement and Settlement <br />of Taxes #3890 submitted by Thomas and Jan Sinner, Jr. for property <br />in Casselton. Mr. Wieland moved and Mrs. Stanton seconded to reduce <br />the valuation on Application #3890 from $122,438 to $97,000, as <br />recommended by the City of Casselton. On roll call vote, the motion <br />carried with all members present voting "Aye". <br /> <br /> <br />
