128 <br /> <br />REGULAR MEEI'iNG OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />SEPTEMBER 27, 1988 <br /> <br /> Chairman Don Eokert called the meeting to order with all members <br />present as follows: Oscar Sondrail, Alon Wieland, Don Eckert, <br />Jeannette Stanton, and Ray Larson. <br /> <br /> Mr. Larson moved and Mrs. Stanton seconded that 'the minutes of <br />the previous meeting be approved as written. Motion carried. <br /> <br /> Upon the recommendation of County Engineer Don Richards, <br />Mr. Sondrall moved and Mr. Larson seconded to grant utility permits <br />for Dennis Olstad and Jim Schutz to place irrigation pipe under <br />County Road 51, and for rural water under County Road 1'7 to the Tom <br />Schmaltz residence in the SW 1/4 of Section 8, Reed Township. <br />Motion carried. <br /> <br /> Don Richards asked the Commission to reduce the speed limit <br />to 45 miles per hour on County Road 17 from the Horace City Limits <br />north about 2 1/2 miles to the Sheyenne River bridge, due to the <br />road project in that area. Mr. Wieland asked for more time to <br />consider this, and it will be discussed again later in the meeting. <br /> <br /> Concerning a letter from Don Richards to the Stanley Township <br />Board of Supervisors regarding the bridge between Sections 25-24, <br />the Commission suggested referring this to the Road Committee for <br />review and recommendation. Mr. Eckert asked that the Stanley <br />Township Board be included in discussions with the Road Committee, <br />and that they try to meet in about one week. <br /> <br /> Don Richards suggested some changes in the proposed policy on <br />offering assistance on road projects. This will be referred to the <br />Road Committee before adoption by the County Commission. <br /> <br /> A public hearing was held at 9:50 A.M. on Cass County's <br />application for Community Development 8look Grant funds for housing <br />rehabilitation in unincorporated areas. Olaudia Frederick from the <br />Lake Agassiz Regional Council was present to outline the program. <br />She suggested concentrating the impact on two particular areas, <br />Chaffee and Erie, and she will report back to the Commission closer <br />to the application deadline. She felt it would be helpful if the <br />Cass County Commission were represented at the January awards session <br />in 8ismarck. Mr. Larson asked about the pay-back of funds, and <br />she stated that Cass County has a clause for this. <br /> <br /> Mrs. Stanton moved and Mr. Larson seconded that Cass County <br />hereby makes application for housing rehabilitation under the <br />Community Development 8lock Grant program. Motion carried. There <br />being no further comments, the public hearing was closed. <br /> <br />Concerning the 1989 budget, Chairman Eckert stated that the <br />Commissioners discussed salary increases for County employees <br />and it was suggested that the County pay a portion of each <br />employee's share of their retirement benefits.
