113 <br /> <br />Action Plan Steering Committee and 'l'eohnioal Committee. Mrs. Stanton <br />stated that the County has a responsibility to help. The Corps of <br />Engineers may consider a 75/25 matching basis. At $500,000 for the <br />project, that would leave $100,000-$125,000 for water- districts and <br />cities to raise. ['hen if the Corps of Engineers doesn*t choose to <br />help, there would be some money for timlted work at any event. <br />Mr. Zaiser stated that the Red River Steering Committee hopes to have <br />a consultant hired by September i. Mrs. Stanton moved that Earl <br />Haugen be appointed to the Red River Action 'l'eohnicat Committee, with <br />Mr. Wieland seconding. Motion carried unanimously. Mrs. Stanton <br />presently serves on the Steering Committee and wishes to remain. For <br />the other commission appointee to the Steering Committee, Mr. Wieland <br />preferred a lay-person rather than another elected official, and this <br />appointment was postponed until next week during which time suitable <br />persons could be considered. <br /> <br /> Mrs. Stanton stated her wish that the Courthouse be a smoke-free <br />building as of January 1, 1989. Mr. Lanson was in agreement. In <br />further discussion, Mr. Wieland suggested that this item be placed <br />with the personnel policy committee that is meeting within the next <br />50 days. Mr. Eokert pointed out that we already have designated <br />smoking and non-smoking areas and this is a building built and paid <br />for by the public, some of whom smoke. Mrs. Stanton pointed out that <br />smoking is a health hazard. Mr. Wieland suggested looking into <br />establishing a County policy of hiring only non-smokers. Mr. Wieland <br />moved that the personnel policy committee look at smoking policy <br />regarding making this a smoke-free building and the hiring of <br />non-smokers only, pending a State's Attorney's opinion on the <br />legality of that. Mrs. Stanton seconded, and the motion carried <br />unanimously. <br /> <br /> Administrative Assistant Diana Muraok reminded the Commissioners <br />of the Blue Cross-Blue Shield informational meetings being held <br />today. <br /> <br /> Mr. Lanson moved to receive and approve the officer*s reports <br />for July. Mrs. Stanton seconded, and the motion carried unanimously. <br /> <br /> Mr. Sondrall moved that the St. Monioa's Guild in Kindred be <br />issued a raffle permit. Mr. Lanson seconded and the motion carried <br />unanLmously. <br /> <br /> The Commission agreed on meeting at 2:50 on September 9, to go <br />through the preliminary budget. Meetings with department heads will <br />be scheduled for Monday, September 14, 15, and 16. Mr. Nieland made <br />a motion that the Director of Social Services be directed to <br />immediately provide to the Auditor's Office a copy of their budget <br />for review. Motion seconded Dy Mr. Sondrall, and carried <br />unanimously. Chairman Eckert directed Diana Murack to make this <br />request in writing today. <br /> <br /> A bill to the Sheriff's Department for a $200 painting was <br />deferred to the next meeting so that Mr. Wieland can determine what <br />it is for and that it meets approval of the Art Committee, of which <br />he is a member. Mrs. Stanton moved that the bill be investigated <br />further before payment, motion seconded by Mr. Wieland, and carried <br />unanimously. <br /> <br /> <br />
