32

Mrs. Stanton moved and Mr. Larson seconded to receive and file
a letter from the North Dakota Insurance Reserve Fund, dated
February 29, 1988, stating that they do not feel Cass County is
liable nor do they feel there are provable damages regarding the tax
increment financing. Notion carried.

Each Commissioner received copies of job descriptions and
an organizational chart from Dorothy Howard, Clerk of District
Court. Mr. Nieland requested additional time to review the
information.

As Chairman of the Cass County Park Board, Mr. Nieland received
a letter from States Attorney Robert Hoy regarding an Easement and
Partial Assignment of Easement at Brewer Lake. Mr. Hoy stated that
it appears these documents are intended to maintain the status quo
at Brewer Lake whereby Rush River Mater Resource District is
responsible for the maintenance and operation of all dams,
spillways, and other structures to impound water, and the Cass
County Park District is responsible for maintaining and operating
the recreational facilities at Brewer Lake. Copies will be provided
to each member of the County Park Board prior to their next meeting.

Discussion was held on insurance coverage at Bonanzaville, and
it was the consensus of the Commissioners that the Cass County
Historical Society be requested to reimburse the County for
liability insurance.

Mrs. Stanton suggested that Administrative Assistant Diana
Muraok work with Bonanzaville in obtaining a list of buildings and
contents which they must cover, and a copy of any agreements
pertaining to such coverage.

Mr. Nieland moved and Mr. Sondrall seconded to approve payment
of $209.11 to Attorney Keith Miller as legal counsel for witnesses
at the hearing for County Court Judge Donald Cooke.

Mrs. Stanton moved and Mr. Sondrall seconded that the Chairman
be authorized to sign a Lease Agreement with Southeastern North
Dakota Community Action Agency Head Start Program for lease of
County building and premises at 5'7-llth Avenue North in Fargo,
for the year 1988. Motion carried.

Mrs. Stanton reported that she received information from the
Fargo Community Health Department, and she requested that Diana
Muraok become familiar with the contract for community health
services as far as the costs involved and the type of coverage.

A six-month evaluation for Administrative Assistant Diana
Muraok was set for 8:00 AM on Tuesday, March 22, 1988.

On motion by Mr.
meeting was adjourned.

ATTEST:

Ordelle Brua - County Auditor
Cass County, North Dakota

Larson and seconded by Mrs. Stanton,

APPROVED:

Cass County Board of Commissioners

the
