Road Advisory Minutes--March 17, 2003 2 <br /> <br />Darrell Discher was present to discuss continued interest in paving a stretch of <br />County Highway 16. He would like the Road Advisory Committee not to forget a <br />lot of citizens who would like to see Highway 16 paved from Davenport to State <br />Highway 18. Keith said this project would be a candidate for pavement in his <br />opinion along with Cass Highway 11 and a three mile stretch of Cass County <br />Highway 14. Mr. Berndt said money issues have stopped new pavement <br />projects. Mr. Discher said the first three miles have already been worked for <br />pavement. Mr. Meyer asked how much it would cost to pave. Keith said it is in <br />the 4 million dollar range. <br /> <br />COUNTY HIGHWAY FUNDING OPTIONS, Discussion <br /> Mr. Berndt discussed four possible future funding options after the current <br />special levy reaches its end. <br /> (1) Placing the special 10-mil levy on the ballot for renewal; <br /> (2) Using a general property tax levy; <br /> (3) Lowering property taxes by 10 mills and using a sales tax to fund county <br /> highway improvements (requires positive vote by citizens) and; <br /> (4) Lower property taxes by 10 mills and implement a sales tax sufficient to <br /> create a county highway trust fund to allow funding highway off the trust <br /> fund interest. (requires positive vote by citizens) <br /> <br />SPRING WEIGHT RESTRICTIONS, Information <br />Mr. Berndt handed out Spring Load Restriction Maps. Mr. Berndt said we are <br />able to have more roads that we feel comfortable with a Class 1 spring restriction <br />because of non destructive testing that is completed every few years to allow <br />evaluation of the road's condition and capacity. Mr. Berndt said there is a frost <br />index that is used to determine when restrictions go into effect. Mr. $ieg said <br />there is one change on the map. Mr. Sieg said Cass Highway 26 from State <br />Highway 38 to Cass 5 was changed to a Class 1 along with Cass Highway 5, <br />from Steel County to Cass 26. Mr. Sieg said these highways were changed due <br />to highway improvements that were made last year. Mr. Berndt said he will ask <br />the Commission to approve that Load Restrictions to be put in effect on March <br />20, 2003. <br /> <br />ADJOURNMENT MOTION, passed <br /> On motion by Mr. Meyer, seconded by Mr. Sieg and all <br /> in favor, the meeting adjourned at 3:00 PM. <br /> <br />Minutes prepared by Shad Arechigo <br /> <br /> <br />
