<br />There has been a short Road Advisory Committee meeting scheduled from 2:30 <br />to 3:00 on Monday, November 18, 2002. The agenda is listed below: <br /> <br />1. Confirm 2003/2004 Federal Aid program in response to recent ND <br />Department of Transportation request. These projects were discussed <br />and endorsed by the Committee in early September. I'll have an update <br />on the projects and ask that the Committee approve the updated plan <br /> <br />The proposed Federal Aid Projects are: <br />Cass 10 Bridge at the Sheyenne River 2003 <br />$550,000 <br />64th Ave South box culvert at Sheyenne River 2003 <br />$300,000 <br />40 Ave South bridge at Sheyenne River 2003/04 <br />depending on Federal Funding availability <br />$850,000 <br />Cass County 20/Clay 22 bridge at Red River 2004 <br />$5,700,000 <br />Railroad Xing improvements at Township road on north side <br />of West Fargo TBD <br />(minimal local cost) <br /> <br />2. Update on Lynn Goerger property. This is the property on the Sheyenne <br />River near Cass 6 that allegedly is being damaged by the County culvert <br />that was installed in 1992. The property is eligible for a buyout with <br />Federal Funds. It was decided by the Commission on September 3 to <br />delay this acquisition to further review the situation and determine the <br />remaining program dollars. One of the Reed Township properties that <br />was ahead of the Goerger property to be acquired fell out of the program. <br />Specifically, the Brodsho's didn't accept the County's buyout offer. This <br />frees up sufficient FEMA funds to buy the Goerger property. Ms. Goerger <br />requested a 100% buyout instead of an 85% buyout because she feels the <br />County's culvert caused the need for the buyout. <br /> <br />I informed her that I would seek the Commission's support for splitting the <br />difference between the 85% offer and a 100% offer and we would cover <br />the related closing costs. This would amount to the County contributing <br />about $15,000 to the acquisition. Ms Goerger was agreeable to this to <br />settle the matter. Therefore I'd recommend we pay it to settle this matter. <br /> <br />3.
