Road Advisory Committee--February 3, 2003 2

Mr. Berndt said the county is in a position to provide a detailed presentation to the state
because of the recent corridor study done on County 17. If the county receives funding,
the money would h ave to b e s pent within a 6-year period beginning i n 2004 through
2010.
MOTION, passed
Mr. Wagner moved and Mr. Berndt seconded to authorize the County
Commission Chairman to sign a letter to the North Dakota Department of
Transportation requesting the long-term improvement project to Cass
County Highway 17 be considered for future demonstration project funding
at an estimated cost of $26 million. The letter would further commit Cass
County to fund 20% of the project if approved. On roll call vote, the motion
carried unanimously.

SHEYENNE RIVER STRUCTURE PROJECTS, Approve revision to the project
priority list
Mr. Berndt said the committee approved a project priority list at a meeting held
November 18, 2002. He said based on recent progress of bridge design work, he is
recommending the list be revised. The projects were approved for funding in 2003-2004
as state funding permitted. The priority list for structures over the Sheyenne River was
approved as follows: 1) 12th Avenue; 2) 64th Avenue; and 3) 40th Avenue.

He wants to place the 40th Avenue structure as top priority, with 12th Avenue second
and 64th Avenue as third priority. Mr. Berndt said the change is due to the following
factors: less complicated right-of-way acquisition on 40th Avenue project; increased cost
of 6 4th A venue over previous estimate; a nd 2 003 improvements b y City o f F argo o n
40th Avenue to the east, which would lead to increased traffic. Mr. Berndt included cost
estimates in the information provided to committee members comparing costs based on
use of box culverts versus construction of bridges. MOTION, passed
Mr. Bennett moved and Mr. Vanyo seconded to approve a revision from the
November 18, 2002, Road Advisory Committee prioritization of projects
with the revised priorities to be: 1) 40th Avenue structure; 2) 12th Avenue
structure; and 3) 64th Avenue structure.
