TO:

FROM:

DATE:

SUBJECT:

Cass County Commission

Keith Bemdt, Cass County Engineer

June 24, 2002

Agenda Topic for July I, 2002 Meeting
Hill Township Bridge Request for a croasmg over the Maple
River at sections 11 and 14

A letter was received from the Hill Town~hip Board on June 17, 2002. I
recommend t/mt it be referred to the Road Advisory Committee. I'll
provide some background information at this time.

The letter iudicatad that that Township Board was not in favor of the
County's proposal to install a used culvert m place of a township bridge
crossing the Maple R/ver. The bridge had been destroyed by fire several
years ago.

The destroyed bridge was on a very low volume road. Following the fire,
Cass County received a settlement from the lundowner's insurance
.Company of approximately $60,000 The bridge that burned and road
Immediately adjacent to it was built up fairly high but had lower sections
se,v .e[al hi~n?..ed feet.to the east and west of the bridge. The proposed
somlaun at tins loeatmn involved installing a used culvert 8.5 feet high and
13.5 feet wide culvert in place of the bridge. In order to prevent up~mm
stage increases during flood events, this solution would require that the
township road be lowered enough to allow water to overtop the road at the
crossing duriug significant flood events.

The letter included a petition requesting that the County install coverts with
enough waterway area to accorrmandate the flow without un overflow
section· While this would be an ideal technical solution, it's hard to justify
tiffs size of project for such a iow volume township mad. The odds of the
County accumalatin enou h " ·.
g g used culvents m good condmun to provide a
large enough opening to accommodate the flood flows without au overflow
section is unlikely.

The bridge that burned is located 1 mile north of Cass County 12 and 1 ~
miles west of Caas County 38. Cass County replaced another bridge over
the Maple River about ½ mile downstream several years ago. That location
