Road Advisory Minutes--August 20, 2001 1

ROAD ADVISORY COMMITTEE
AUGUST 20, 2001--1:10 PM

MEETING TO ORDER
Commissioner Sorum called to order a meeting of the Road Advisory Committee at 1:10 PM,
Monday, August 20, 2001, in the Commission Room, Cass County Courthouse. The following
members were present: Scott Wagner, Alon Wieland, Donna Schneider, Robyn Sorum,
Keith Berndt and Rich Sieg. John Meyer arrived later in the meeting. Dennis Rust, Jurgen
Suhr and Mark Johnson were absent.

2002 CONSTRUCTION PLAN, Approved
Mr. Berndt reviewed the 2002 construction plan which includes 3 overlays and 1 bridge
replacement. He discussed the cost ofthe projects and which projects qualifyforstate and
federal funding.
MOTION, passed
Mr. Wieland moved and Mr. Meyer seconded to approve the
proposed 2002 construction plan as presented by the county
engineer. Motion carried unanimously.

HIGHWAY 26 WEIGHT & SPEED LIMITS, .Discussion
Robert and Randy Thompson were present. Mr. Berndt said Robert Thompson gathered
signatures and submitted a request in 1999 to designate Highway 26 as a state highway. The
North Dakota Department of Transportation is not interested in taking on any extra miles,
unless the county wants to swap roads. Mr. Berndt said currently the weight limit is 80,000
pounds gross vehicle weight and the speed limit is 55 miles per hour, which is set by the state.
He said Robert Thompson would like the county to raise the weight and speed limits on this
road.

Mr. Robert Thompson discussed several reasons why he believes the road should either be a
state highway or the county should raise the speed and weight limits. He said there is not any
state road that runs east and west bet~veen 1-94 and Highway 200. Many sugar beet and
potato trucks would like to use Highway 26 for hauling their loads. He said Highway 26 is also
used by trucks delivering graver for Cass County roads.

Mr. Wieland said raising speed and weight limits would be too costly for the county. Mr.
Berndt was concerned about overloaded trucks with incorrect axle configurations if the limits
were raised. There was discussion about the county taking on the frontage roads if the state
took on Highway 26. The committee asked Mr. Berndt to draft a letter to the state regarding
this issue and repod back to the committee.

AYR ELEVATOR MAIN STREET FUNDING
Mr. Berndt did not include funds in the 2002 budget for Main Street reconstruction in the City
of Ayr. He traveled to Ayr and looked at the road. He said road usage seems closely
associated with the elevator in town as Main Street serves as the main entrance to the
elevator. He feels the city should negotiate with the elevator to help with funding. Mr. Wieland
said if the city wants county assistance, they would need to develop a plan to present to the
committee.
