OFFICE OF THE CITY ADMINISTRATOR <br /> Pat Zavoral <br /> <br />September 2, 2003 <br /> <br />Ms. Bonnie Johnson <br />Cass County Coordinator <br />Box 2806 <br />Fargo, North Dakota 58108 <br /> <br />Dear Bonnie, <br /> <br />At our meeting last week with Mayor Furness and Cass County Commission Chair Scott <br />Wagner, we discussed the idea of having a joint City/County Emergency Management <br />Department. Please accept this letter as the City of Fargo's interest in pursuing this <br />concept through a Joint Powers Agreement with the County. <br /> <br />We envision an Emergency Management Department that would use existing personnel <br />to plan and administer emergency response activities, work with existing staff and <br />committees within each of our governmental frameworks responsible for addressing <br />emergency situations and coordinate the interactions with state and federal agencies <br />dealing with emergency funding and assistance. <br /> <br />We would like to see this department established in a reasonable timeframe. It appears <br />the present funding of the positions will be provided by state or federal funds through <br />2004 and possibly 2005.
