OFFICE OF THE CITY ADMINISTRATOR Pat Zavoral September 2, 2003 Ms. Bonnie Johnson Cass County Coordinator Box 2806 Fargo, North Dakota 58108 Dear Bonnie, At our meeting last week with Mayor Furness and Cass County Commission Chair Scott Wagner, we discussed the idea of having a joint City/County Emergency Management Department. Please accept this letter as the City of Fargo's interest in pursuing this concept through a Joint Powers Agreement with the County. We envision an Emergency Management Department that would use existing personnel to plan and administer emergency response activities, work with existing staff and committees within each of our governmental frameworks responsible for addressing emergency situations and coordinate the interactions with state and federal agencies dealing with emergency funding and assistance. We would like to see this department established in a reasonable timeframe. It appears the present funding of the positions will be provided by state or federal funds through 2004 and possibly 2005. After that the City is willing to participate in funding the department. Please let me know how you want to proceed on this matter if your elected officials accept this proposal.
