Commission Minutes--August 14, 2003 2642

MOTION, passed
Mr. Vanyo moved and Mr. Meyer seconded to remove $20,000 for RESTORE.
Discussion: RESTORE is already receiving $20,000 through a block grant
fund in the Sheriff's Department. On roll call vote, the motion carried
unanimously.

Mr. Wagner feels that with help from the Treasurer's Office and the one volunteer, the file
conversion in the Veteran's Service office will be completed. MOTION, passed
Mr. Vanyo moved and Mr. Meyer seconded to remove $8,114 for a part-time
file clerk from the Veterans Service budget. Discussion: Mr. Bennett said the
clerk would help with other duties besides the file conversion. On roll call
vote, the motion carried with four members voting "Yes" and Mr. Bennett
voting "No."

Mr. Meyer does not feel comfortable cutting anything else from budgets today. He would
like to review the information further before making any more decisions. Mr. Montplaisir
said the board may meet again in early September to decide on additional adjustments to
the budget. If the board agrees to the 65 mill levy rate, the budget can be reviewed with
this figure in mind. Mr. Bennett wants to see what essential services are needed before
setting the mill rate at 65 and is not ready to make any decisions. Mr. Montplaisir said on
Monday, the Commission will be asked to approve the preliminary budget with a set
number of mills. Mr. Bennett suggested that more time be allowed between budget
meetings and when the preliminary budget is approved. Mr. Montplaisir said if the budget
is approved at 65 mills with no further cuts, more of the reserves would be used. The
more cuts that are made, the healthier the reserve fund will be.

ADJOURNMENT MOTION, passed
With no further budgets to review today, Mrs. Sorum moved and Mr. Vanyo
seconded to adjourn the meeting at 4:40 PM. The board will reconvene in
early September to discuss additional budget revisions.

ATTEST:

,~[Vl~-c'l~a-el Mon(plaisir'- Auc~or
Cass County, North Dakota

APPR~ED:
Sco~ ~v~g-n~-r, ~-h~man
Cass County Board of Commissioners
