<br />Commission Minutes--August 18, 2005 2961 <br /> <br />\..,. <br /> <br />RECESSED MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MEETING IN BUDGET SESSION <br />AUGUST 18, 2005 <br /> <br />1. <br /> <br />MEETING TO ORDER <br />Chairman Darrell Vanyo called the budget meeting to order at 10:15 a.m. on August 18, <br />2005, in the Commission Room, Cass County Courthouse, with members present as <br />follows: Robyn Sorum, Ken Pawluk, Scott Wagner, Vern Bennett and Darrell Vanyo. Also <br />present were County Auditor Michael Montplaisir, County Coordinator Bonnie Johnson and <br />Accountant Mary Matheson. <br /> <br />2. <br /> <br />SOCIAL SERVICES <br />The Cass County Social Service Board met from 8: 15-1 0:00 a.m. today and reviewed the <br />2006 budget. Kathy Hogan, Social Services Director, was present along with several of her <br />staff members. Mr. Vanyo asked if commissioners are ready to approve the preliminary <br />budget for this department. <br /> <br />\..,. <br /> <br />Mr. Wagner asked to address the proposal of four new employees and said he agrees with <br />the rest of the budget as forwarded by the Social Service Board. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to remove the #3 position, <br />which is an Eligibility Worker I, requested to start July 1, 2006. On roll <br />call vote, motion carried with three members voting "Aye"; Mrs. Sorum <br />and Mr. Bennett opposing. <br /> <br />MOTION, rejected <br />Mr. Bennett moved to reduce the Social Service Sponsorships by <br />$25,000 and use that money to fund the #3 position, Eligibility Worker I. <br />The chairman rejected the motion on the basis that the action was <br />already taken to remove the #3 position; and if that action were to be <br />reversed, a motion would have to be made by a commissioner who <br />voted on the prevailing side. <br /> <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Wagner seconded to approve the 2006 <br />preliminary budget for Social Services, as amended. On roll call vote, <br />the motion carried unanimously. <br /> <br />3. HISTORICAL SOCIETY <br />Mr. Vanyo mentioned the receipt of e-mails, financial information from previous years, and a <br />copy of today's newspaper article regarding the Historical Society's request for $100,000 <br />from Cass County in 2006, an increase of $61 ,000 over this year's allocation. <br />MOTION, failed <br />Mr. Pawluk moved and Mr. Bennett seconded to approve the 2006 <br />budget in the amount of $66,000 for the Historical Society. On roll call <br />vote, the motion failed with two members voting "Aye"; Mr. Vanyo, Mr. <br />\..,. Wagner and Mrs. Sorum opposing. <br />
