Commission Minutes--August 19, 2005 2966 RECESSED MEETING OF CASS COUNTY BOARD OF COMMISSIONERS MEETING IN BUDGET SESSION \... AUGUST 19, 2005 1. MEETING TO ORDER Chairman Darrell Vanyo reconvened the budget meeting at 8:15 AM on August 19, 2005, in the Commission Room, Cass County Courthouse, with members present as follows: Robyn Sorum, Ken Pawluk, Scott Wagner, Vern Bennett and Darrell Vanyo. Also present were County Auditor Michael Montplaisir, County Coordinator Bonnie Johnson and Accountant Mary Matheson. 2. WATER RESOURCE DISTRICTS Carol Lewis, Tom Fischer, Mark Thelen, William Thompson, Mike Buringrud and Jeff Volk were present. Mr. Thelen and Mr. Fischer discussed the budget for Southeast Cass Water Resource District. Mr. Thelen said the initial request was for 3.60 mills, for a savings of about $120,000 compared to last year. However, Mr. Fischer is asking the board be allowed to levy the full four mills to help pay for reconstruction on Drain 10. He said a slide repair is needed and will cost around $200,000 or $300,000. The $120,000 generated with the additional 4/10 of a mill will help cover expenses and other entities will be asked to help pay for the project also. Mr. Pawluk said the area in question is west of Hector International Airport by the soccer fields and noted that the airport maintenance building is threatened by the slide. \..., MOTION, passed Mr. Wagner moved and Mr. Pawluk seconded to approve the 2006 preliminary budget for Southeast Cass Water Resource District at four mills. Discussion: Mr. Bennett asked if the Airport Authority and the City of Fargo will participate in the costs on Drain 10. Mr. Fischer said all entities that will benefit from the project will be involved during the reconstruction process. On roll call vote, the motion carried unanimously. No board members from Maple River Water Resource District were present. Mr. Vanyo noted the board is asking for four mills and there is a 10% increase in expenditures. MOTION, passed Mr. Wagner moved and Mr. Bennett seconded to approve the 2006 preliminary budget for Maple River Water Resource District at four mills. On roll call vote, the motion carried unanimously. '-' Mr. Buringrud was present from North Cass Water Resource District. He said the board is requesting four mills and the budget remains relatively unchanged from last year. MOTION, passed Mr. Pawluk moved and Mr. Wagner seconded to approve the 2006 preliminary budget for North Cass Water Resource District at four mills. On roll call vote, the motion carried unanimously.
