<br />Commission Minutes--August 19, 2005 2966 <br /> <br />RECESSED MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MEETING IN BUDGET SESSION <br />\... AUGUST 19, 2005 <br /> <br />1. MEETING TO ORDER <br />Chairman Darrell Vanyo reconvened the budget meeting at 8:15 AM on August 19, 2005, in <br />the Commission Room, Cass County Courthouse, with members present as follows: Robyn <br />Sorum, Ken Pawluk, Scott Wagner, Vern Bennett and Darrell Vanyo. Also present were <br />County Auditor Michael Montplaisir, County Coordinator Bonnie Johnson and Accountant <br />Mary Matheson. <br /> <br />2. WATER RESOURCE DISTRICTS <br />Carol Lewis, Tom Fischer, Mark Thelen, William Thompson, Mike Buringrud and Jeff Volk <br />were present. <br /> <br />Mr. Thelen and Mr. Fischer discussed the budget for Southeast Cass Water Resource <br />District. Mr. Thelen said the initial request was for 3.60 mills, for a savings of about <br />$120,000 compared to last year. However, Mr. Fischer is asking the board be allowed to <br />levy the full four mills to help pay for reconstruction on Drain 10. He said a slide repair is <br />needed and will cost around $200,000 or $300,000. The $120,000 generated with the <br />additional 4/10 of a mill will help cover expenses and other entities will be asked to help pay <br />for the project also. Mr. Pawluk said the area in question is west of Hector International <br />Airport by the soccer fields and noted that the airport maintenance building is threatened by <br />the slide. <br />\..., MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to approve the 2006 <br />preliminary budget for Southeast Cass Water Resource District at four <br />mills. Discussion: Mr. Bennett asked if the Airport Authority and the <br />City of Fargo will participate in the costs on Drain 10. Mr. Fischer said <br />all entities that will benefit from the project will be involved during the <br />reconstruction process. On roll call vote, the motion carried <br />unanimously. <br /> <br />No board members from Maple River Water Resource District were present. Mr. <br />Vanyo noted the board is asking for four mills and there is a 10% increase in <br />expenditures. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded to approve the 2006 <br />preliminary budget for Maple River Water Resource District at four mills. <br />On roll call vote, the motion carried unanimously. <br /> <br />'-' <br /> <br />Mr. Buringrud was present from North Cass Water Resource District. He said the <br />board is requesting four mills and the budget remains relatively unchanged from last <br />year. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to approve the 2006 <br />preliminary budget for North Cass Water Resource District at four mills. <br />On roll call vote, the motion carried unanimously. <br />
