This
request is for review, a public hearing and ultimate formal adoption of the
newly formatted Multi-Jurisdictional, Multi-Hazard Mitigation Plan.

This new format will enhance our understanding of the 12 hazards that we
face in Cass County. This plan has now been introduced to all 26 cities in
Cass County. Formal adoption by resolution has or is the anticipated end
result of these city commission and council meetings.

The Multi-Hazard Mitigation Plan was first adopted by resolution on May
21,2001. This resolution recognize 9 hazards and was only a county level
plan at that time. Local requirements listed under the Disaster Mitigation
Act of 2000 mandate that this planning effort include all local jurisdictions
within each county to then create a multi-jurisdictional planning process.

This new effort has greatly enhanced our understanding of the now 12
hazards in Cass County and has opened up lines of communications
between with all of the cities. A greater level of understanding of these 12
hazards in Cass County has also been realized.

Please allow for input from myself and then a public hearing prior to
formal adoption of the new Multi-Jurisdictional, Multi-Hazard Mitigation
Plan. The end goal of this presentation and public hearing will be formal
adoption of the Multi-Jurisdictional, Multi-Hazard Mitigation plan
utilizing the sample resolution on the following page.

Motion: To adopt the Multi-Jurisdictional, Multi-Hazard
Mitigation Plan by use of the recommended resolution pending
Cass County State's Attorney review.

211 9th St. S.
Box 488
Fargo, North Dakota 5810743488
www. co.cass.nd.us/sheriff

Sin rely,

Gr6g~McDonald
Emergency Manager
