<br />Commission Minutes--July 21,2003 2624 <br /> <br />WHEREAS, the impact of these damages does threaten the economic viability of electrical <br />companies and the important electrical flow to individuals and to the county electrical grid; <br />and <br /> <br />WHEREAS, the damage to the electrical transmission lines, electrical poles, and electrical <br />tower structures is an uninsured loss and is in excess of what these electrical companies <br />can afford to bear. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Board of Cass County Commissioners <br />declares an emergency and orders limited activation and utilization of the Cass County <br />Emergency Operations Plan to develop a detailed damage assessment, alleviate hardship, <br />and initiate appropriate relief actions to limit the impact of this emergency upon the citizens <br />of and electrical companies in Cass County. <br /> <br />Dated at Fargo, North Dakota, this 21 st day of July, 2003. <br /> <br />14. EXTENSION SERVICES, Parentina Resource Center arant <br />Brad Cogdill and Shauna Norby, Cass County Extension Agents, appeared before the <br />board and provided background and funding information on the Parenting Resource Center <br />grant. Mr. Cogdill said Cass County's commitment is serving as fiscal agent, and he said <br />that up to $7,000 may be used this year for salaries to support the programs. No county <br />funds were spent on this program in 2002, according to Mr. Cogdill. Ms. Norby reported on <br />how the program is administered, indicating that information on parenting classes is <br />delivered at schools, churches and the YMCA. <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded that the Parenting Resource <br />Center Program for July 1, 2003 through June 30, 2004, be implemented <br />according to the contract with respective funding sources; and that the <br />Cass County Extension Service Office work with the Auditor's Office to <br />amend the budget for the program. On roll call vote, the motion carried <br />unanimously. <br /> <br />15. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded to approve Voucher No. <br />178,479 through No. 179,084. On roll call vote, the motion carried <br />unanimously. <br /> <br />16. BUILDING AND GROUNDS UPDATE; NACO CONFERENCE; STATE'S ATTORNEY <br />REPORT, ELECTIONS; Committee reports <br />Mrs. Johnson talked about carpet replacement beginning the 1st of August on the first floor <br />of the Courthouse. She also said a moisture problem is being resolved under the original <br />courthouse by repairing some plumbing and improving drainage in the crawl space. <br /> <br />Commissioners Sorum and Wagner and Mr. Montplaisir reported on the National <br />Association of Counties annual conference, which they attended last week in Milwaukee. <br />They found the seminars and workshops to be very informative. In talking to other county <br />officials from around the nation, Mrs. Sorum learned that many are facing wage freezes and <br />employment cuts. Mr. Wagner said nearly 72% of counties are facing budget cuts. <br />
