In the event of major structural damage to County buildings caused by a disaster, temporary <br />operation facilities will be established as identified by the Chairperson and Functional <br />Coordinators. If the County Courthouse remains functioning, it will be the operation <br />headquarters. Other facilities that may be used include the Cass County Highway Department, <br />Cass County Annex building and the Cass County Jail site. Only after all these facilities have <br />been determined to be inoperable will other facilities be sought to provide operational assistance. <br /> <br />E. Functional and Task Coordinators <br /> <br />Significant responsibilities common to emergencies and disasters are grouped into ten areas, <br />which are termed functions. The departments having responsibility by law or day-to-day <br />resource and operational capability within each of these functions are identified and assigned by <br />specific task/responsibility, and are listed on subsequent pages. <br /> <br />Any county or city agency or department may be assigned an emergency mission. The <br />supervisor of each department is responsible for the accomplishment of an assigned task or <br />function through the development of Standard Operating Procedures (SOPs) located at their <br />facility. Assignment of functions and tasks are listed by functional area. In addition, each <br />department is assigned the following general tasks: <br /> <br />1. Provide personnel, equipment, and facilities on a 24-hour basis. <br />2. Plan and provide for the safety of employees and protection of public property in the event of <br /> an emergency. <br />3. Coordinate actions with the County Emergency Manager and with departments having <br /> related tasks. <br />4. Train personnel assigned to emergency tasks and participate in exercises to test emergency <br /> plans and procedures. <br />5. Provide for record keeping and documentation of the emergency and actions taken. <br />6. Prepare damage assessments. <br /> <br />The relationships between departments and functions are portrayed on the Department/Function <br />Chart found on the following page. This chart also distinguishes between functional coordination <br />and task coordination responsibilities of various departments. <br /> <br />F. Outdoor Warning Sirens <br /> <br />The outdoor warning sirens will be activated for any event where citizens of Cass County need <br />further direction. This is a function that will be controlled by the cities and in most cases <br />through the Red River Regional Dispatch Center. Once these sirens sound, it is expected that <br />people will go indoors and turn on the local radio or television for further instructions. Red River <br />Regional Dispatch will be contacted for activation of the sirens in the city of Fargo. West <br />Fargo's Dispatch Center will activate sirens for their jurisdiction. The sirens may sound for the <br />following: <br /> Tomado Hazardous Materials <br /> Severe Storms Life Threatening Incidents <br /> <br />6/27/03 9 <br /> <br /> <br />
