ASSESSMENT DEPARTMENT <br /> <br />June 3, 2003 <br /> <br />Cass County Board of Equalization <br />PO Box 2806 <br />Fargo, ND58108 <br /> <br />Dear Commissioners: <br /> <br />This is in response to information presented to the Board on June 2, 2003 regarding the <br /> nd ve <br />assessment of the property at 1206 2 A . S. owned by Ruth Fossum. <br /> <br />Ms. Fossum made reference to the fact that the owner of the property at 1202 2nd Ave. S. <br />requested a reappraisal and received a sizable reduction from the original value arrived at <br />in the initial appraisal. <br /> <br />The original value placed on the property at 1202 2nd Ave. S. was not based on a physical <br />inspection of the property. When we are unable to get into properties in a reappraisal <br />area, we are forced to look at the range of values possible for that particular type of <br />property. Generally, we will err to the higher end of the range assuming the property <br />could likely sell in that range since others have. <br /> <br />The value of 1202 2nd Ave. S. was estimated by this process because the owner failed to <br />allow us entry in the property. Once the notification of the new value was received by the <br />owner, we were contacted for an inspection and reappraisal.
