I also visited with the homeowners <br />and viewed the interior and exterior of their home. <br /> <br />The Enebo's feel that the assessment may be high compared to similar <br />homes in the area and feel that an 18% increase in two years is excessive. <br />They have also provided a mortgage appraisal indicating a valuation of <br />$232,000 not including the unpaid specials of $10,200. <br /> <br />Our records indicate that the property was assessed for $217,000 in the years <br />2000 and 2001; $242,400 in 2002; and $258,800 for 2003. The property <br />received a 2 year residential exemption of $75,000 in 2000 and 2001, <br />reducing the valuation to $142,000 for those years. <br /> <br />I did review the 2002 tax information on similar homes that was provided by <br />the taxpayers and added the 2003 values (attached). It would appear that the <br />2003 values are about 10% higher than the 2002 values listed. <br /> <br />The Enebo's also provided their.actual 1999 construction contract. The <br />contract indicated a cost of about $218,000 including lot, but not specials or <br />an adjusted cost of about $230,000. Subsequently, the homeowners built a <br />shed, a patio, and did some landscaping work. <br /> <br />Wanda Wilcox, West Fargo Assessor has also provided a list of Chris Lind <br />built homes along with the sale prices and assessment. The good quality <br />homes (rows 2-6) have an assessment per sq ft of main floor living area <br />range $127.54-$148.32 (col L). The subject has a value of $144.20 sq ft. <br /> <br />In regards to the 18% increase over two years, it would appear that there <br />were a number of factors involved. First the values were indexed upward <br />due to increasing market values. Second, improvements were made to the <br />property after originally assessed. Third, various items were not originally <br />assessed due to the property not being inspected when originally built. <br /> <br />www.casscountygov, com <br /> <br /> <br />
