I have discussed these items with Robyn Sorum, who holds <br />the law enforcement portfolio. <br /> <br />I will address the lieutenant's position first. Any new position is a budget item <br />and should be included for consideration with your 2004 budget. <br /> <br />As to your item conceming the jail administrator position, the first step would be <br />to determine the future grade of the position. The job was ranked by our <br />professional consultants as a D61 Captain. In order to change this job to another <br />grade, the county's policy for regrading would need to be followed. See section <br />7.00 of the personnel policy manual. I would be willing to schedule this before <br />our Personnel Overview Committee as soon as a new PAQ is written which <br />addresses the change in duties. Then we could forward the documents to our <br />consultants for review and grading. If you could get this document done this <br />week, I would set up a personnel meeting for Monday, June 2nd. <br /> <br />Your hiring requests are currently covered under county policy 4.20...Recruiting, <br />Screening and Hiring. The first line of the policy clearly states, "It is the policy of <br />Cass County Government to openly advertise all vacant positions, including <br />temporary positions." The policy allows for posting the advertisement in-house <br />only, if that is the wishes of the department head. The policy also states, "All <br />vacant positions, including temporary positions, must have a staff requisition <br />signed by the portfolio commissioner and the commission chairman prior to <br />advertising." <br /> <br />While I know you are eager to fill the jail vacancy, we do have very specific hidng <br />policies that must be followed by all. If not, the morale of other employees <br />suffers, as they feel they were not given a chance.
