Commission Minutes--March 17, 2003 2571 WHEREAS: 39-12-03 of the North Dakota Century Code authorizes local authorities to impose vehicle weight restrictions on County Highways. NOW THEREFORE: Be it resolved by the Cass County Board of Commissioners that spring load restrictions will be imposed upon Cass County Highways in the following manner: All County Highways to be posted in accordance with the Cass County 2003 Spring Load Restriction Map dated March 13, 2003. Spring load restrictions will be effective at 12:01 AM on March 20, 2003. 8. APPOINTMENT, Farao Dome Authority MOTION, passed Mr. Meyer moved and Mrs. Sorum seconded to forward the names of Russell Johnson and David Wyum to the Fargo City Commission for possible appointment to the Fargo Dome Authority to represent Cass County. On roll call vote, the motion carried unanimously. 9. CONTRACT APPROVAL, H2M Public Relations MOTION, passed Mr. Meyer moved and Mrs. Sorum seconded to approve the contract with H2M for the public relations management for the foster care recruitment project with Cass County Social Services. On a roll call vote, the motion carried unanimously. 10. FARGO CASS COUNTY ECONOMIC DEVELOPMENT CORPORATION, Contract renewal and update Brian Walters, Executive Director of the Fargo Cass County Economic Development Corporation (FCCEDC), distributed and reviewed the 2003 Work Plan. The nine main goals of the plan are as follows: 1) Retention/Expansion: seek to retain and expand existing primary sector employers; 2) Marketing: market Cass County as a location for the expansion or relocation of "primary sector" companies on a targeted basis; 3) Technology development; 4) Workforce development; 5) Develop research program; 6) Investor and public relations; 7) Internal operations; 8) External relationships; 9) Cooperation with allies/affiliates. Mr. Walters said a draft audit of the corporation's operations has been approved by their executive committee, and he asked to appear before the Commission next month when the final audit is completed. MOTION, passed Mrs. Sorum moved and Mr. Meyer seconded to authorize the chairman to sign the Contract for Services with the Fargo Cass County Economic Development Corporation, as presented by Executive Director Brian Walters; subject to review and approval of the State's Attorney. On roll call vote, the motion carried unanimously.
