One tool that is allowed for <br />small, uncomplicated parcels is the Minimum Payment Provision. This would <br />allow us to offer the landowner a token fee to acquire the property in lieu of an <br />appraisal. The landowner would retain the right of refusal and can request an <br />appraisal. We envision the use of this policy for small tracts of temporary or <br />permanent easement where the value of the parcel is low, and the payment <br />would compensate the owner for the "inconvenience" of having to deal with <br />the transfer. <br /> <br />Federal Code also allows the local agency to waive the appraisal requirement <br />for tracts valued at less than $2,500. This would be helpful in instances where <br />we are acquiring one or two tracts that are low in value and uncomplicated in <br />nature. We are required to document the value through use of market sales <br />comparisons. This could be done in-house, and eliminate the need to hire a fee <br />appraiser. <br /> <br />In order to use these provisions to the Uniform Relocation Act, the <br />Commission must adopt a resolution establishing a uniform policy. <br /> <br />SUGGESTED MOTION: Adopt resolution establishing a Minimum <br />Payment Policy for right of way. <br /> <br />1201 ~ Main Axenue <br /> BO.
