Cass County Jail Proposals for Coverage of Medication Administration
April 2005

Option One

· Train all Correctional officers in Medication Administration. CO's will then be responsible
for all routine medication administration. (Routine administration will no longer be done by
nursing staff). Initial training time would be extensive to train current staff. Nursing hours
would not change.

Estimated Cost
20 hours of initial training, would be done in group settings.
One-on-one clinical training and follow-up ( ~ 4 hours per CO)

RN Training Time
5 sessions initial training X 20 hours X $25 per hour
One-on-one training 4hours x 70 CO's X $25 per hour
Training for new CO as hired, 24 hours X $25 per hour

2,500
7,000
600

License Fee
$35 license fee per CO (70)

2,450

CO Staff training time
20 hrs X $14 per hour X 70 CO's

19,600
TOTAL: $32,150

One time cost of ~ $32,150, with the exception of costs for new hires. Assumption is that
Correctional Officers will be doing all routine med passes.

Option Two

· Hire Medication Administration Assistants through Fargo Cass Public Health to provide
coverage of 5pm and 9pm med passes M - F and 1 pm, 5pm, and 9pm med passes on the
weekends. Medication Assistants would be at the jail from 5pm till 1 Opm Monday through
Friday and from 12 noon to 10pm on Saturday and Sunday. The Medication Assistants
could also help with paper work, filing, etc. This option would provide optimal coverage
and allow for adequate nursing supervision of the med aides. This option would also allow
nursing staff to focus on other necessary duties, and could perhaps alleviate the current need
for additional RN staff. Total Med Aid hours of 45 hours per week

Estimated Cost
45 hrs per week X $13 per hour X 52 week

$30,420 per year

Annual cost of - $30,420 per year. Nursing staff would be doing all med administration.
