North Dakota Recorders Information Network

RECEIVED
JUl 22 2005

CASS COUNTY COMMISSION

July 29, 2005

Darrell Vanyo
Chairman, Cass County Commission
P.O. Box 2806
Fargo, ND 58108-2806

Dear Mr. Vanyo:

On behalf of the North Dakota Recorders Information Network (NDRIN) board I'm writing to
ask the Cass County Commission to consider making a budget adjustment to the 2005 NDRIN
budget.

The "Document Preservation Fee" that was enacted during the 2001 North Dakota Legislative
session is the primary method of funding for the NDRIN project. During the 2005 North Dakota
Legislative Session SB-2024 was passed and signed by the Governor. This bill removed the
"sunset" clause from the "Document Preservation Fee". The passage ofSB-2024 helps insure
the continued success and long-term funding ofthe NDRIN project.

NDRIN recently completed the equipment upgrades approved by the Cass County Commission
in May. The NDRIN board now feels the time is right to replace the existing iCris application
with the new Java based Eagle Recorder application. The Eagle Recorder application provides
for substantial enhancements over the existing iCris application.

During our last meeting held in Bismarck on July 29, 2005, the NDRIN Board authorized the
spending of$97,200 to install and customize the new Eagle Recorder application. However, the
NDRIN Board wanted to get approval from the Cass County Commission to spend funds that
were not originally included in the 2005 budget.

We would ask that the Cass County Commission approve increasing the "contract services" line
item of the 2005 NDRIN budget by a total of $90,000. However, $15,000 could be transferred
from the "software maintenance agreements" line item, due to the reduced maintenance costs of
the Eagle Recorder application, with the remainder coming out ofNDRIN reserves.

If you have any questions or concerns regarding this matter, please contact me at (701) 462-
8541.

Sincerely,

(j)ewey Oster

Dwayne "Dewey" Oster
NDRIN President

Suggested Motion: Amend the 2005 NDRIN budget by increasing the "Contract Services" line
item by $90,000, with $15,000 being transferred from the "Software Maintenance Agreements"
line item and the remaining $75,000 coming out ofNDRIN reserves.
