GOVERNMENT

MEMO

Board of County
Commissioners

Scott Wagner
Fargo~ North Dakota

Veto Bennett
Fargo, North Dakota

John Meyer
Fargo, North Dakota

Darrell W. Vanyo

Horace, North Dakota

TO:

County Commissioners

FROM:

Scott Wagner, Chairman

DATE:

Janua~ 13,2003

SUBJECT: Direct Supervision Jails

As you know, the new Cass County jail is set up under the new style of
inmate management, which is called direct supervision. Our officers and
management staff have been trained in the principles of direct supervision and
how to effectively use management for control of the inmate population.

Since our board is relatively new, and many of us do not understand how
direct supervision affects jail operations, it was my thought the board may wish
to take a field trip to the St. Louis County jail located in Duluth, Minnesota. The
purpose of the trip would be to observe and question a successfully operating
direct supervision facility in the hopes of understanding how our facility can
operate more effectively.

I would welcome your input regarding the trip and ask you to formulate
questions in advance that we could bring with us to the officials in St. Louis
County. If this is approved by the board, I would ask Sheriff Rudnick to make
arrangements on our behalf at a time that works well for each of us who wishes
to make the trip.

SUGGESTED MOTION:
Move to ask the sheriff to arrange a trip on behalf of the board of commissioners
to St. Louis County, Minnesota, obtaining dates for a possible visit from the Cass
County Commissioners who wish to attend; and that Sheriff Rudnick send a
memo outlining the details of the trip when the arrangements have been made.

Joyce Schepp
Commission Assistant

Box 2806
211 Ninth Street South
Fargo, North Dakota 58108

701-241-5609
Fax 701-241-5728
Rr~Ir~. ~0 lllltygov.
