39 <br /> <br />• The Operations plan will have a significant impact on adjacent properties and needs to be <br />developed <br />• The southern embankment is a high hazard dam that will primarily operate as a dry dam. <br />History has shown there will be a very limited number of days where water will be <br />impounded. <br />• The primary diversion structure is a mechanical system that will typically operate at sub- <br />freezing temperatures, and will have operational risk. <br />• Several Concept-Level Engineering solutions had significant cost increases. It was not clear <br />who would pay the increased costs and/or if the funding was available. <br />• The current project was designed by the Corps of Engineers under a consistent set of <br />national standards with no personal or political bias. <br />• Credit needs to be given to Diversion Authority for designating funding for future storage <br />projects. <br /> <br />My Recommendations: <br />1 Leave all major project features intact <br />2 Add both the Western and Eastern Tie-Back Levee’s to the project <br />3 Continue a strong collaborative process with DNR to achieve permitability <br />a. DNR needs to define permit requirements <br />b. Keep TAG process engaged <br />c. TAG should study additional features such as creating new wetlands, buffer strips, <br />retention sites, etc. that could be incorporated into the project as environmental benefits <br />to the region and to reduce upstream impacts <br />d. Corps of Engineers needs to be part of this process as they are essential to maintaining <br />federal authorization and appropriations <br />e. Collaborate with downstream entities in a comprehensive study of potential downstream <br />impacts and how to mitigate <br />4 Diversion Authority consider: <br />a. Add up-stream and down-stream representatives to the Authority <br />b. Communicate a Comprehensive Mitigation Plan to address mitigation of all negative <br />impacts, upstream and downstream <br />c. Create an Operations Committee to establish Operation Plan <br />5 Governors continue to collaborate with each other, making sure there is a process for all <br />constituencies to be heard <br />6 Act swiftly as project needs to proceed asap <br /> <br />### <br />
