This would reduce the amount of lost floodplain storage in the northwest <br />project area. <br /> <br />• Component #5 – Change Operation Plan to allow up to 6 inches of Downstream Impacts – <br />The TAG presented a component that would change the project operation to allow up to a <br />maximum of 6 inches of impact downstream from the project. <br /> <br />• Component #6 – Wild Rice River Diversion with Levees (no dam) – The TAG evaluated a <br />component that would divert the Wild Rice River through the proposed project diversion <br />channel and not divert water from the Red River or include a dam/southern embankment to <br />mitigate impacts. This component would result in downstream impacts in excess of 1.5 feet <br />in some areas along the Red River. <br /> <br />During the November 29, 2017 Task Force meeting, the Task Force directed the TAG to further <br />evaluate components and bring information back to the December 11, 2017 Task Force meeting as <br />follows: <br /> <br />• Include the Western Tie-back levee in all options <br />• Distributed Storage is part of a long-term strategy and will not be included in the current <br />analysis <br />• Develop 3 alignment options for consideration <br />• Include results for RS37’, RS38’, and RS39’ <br />• Include option that allows up to 6 inches of downstream impacts <br /> <br />Additional criteria the TAG was asked to consider in developing alternatives include: <br />• Strive for equity in impacts – ND/MN <br />• Minimize acres removed from the floodplain <br />• Minimize newly impacted acreage and structures <br />• Consider economics – cost increases and reductions <br /> <br /> <br />December 11, 2017 Task Force Meeting: <br /> <br />The TAG presentation, titled “Option Analysis” as well as technical data presented at the December <br />11, 2017 Task Force meeting are included in Appendix C. Following is a summary of project <br />components that were developed by the TAG and presented: <br /> <br />• Western Tie-back Levee – As noted above, this component shifts the Limited Service <br />Spillway for the dam/southern embankment to the west along an existing natural ridge. <br />o This component was recommended by TAG and included in all of the options that were presented. <br /> <br />• Eastern Tie-back – The proposed project eastern tie-back for the dam/southern <br />embankment extends to existing high ground near Clay County Highway 11 between <br />Sections 7 and 8 of Alliance Township in Clay County, MN. This component turns the <br />eastern tie-back south in Section 2 of Holy Cross Township, Clay County and extends south
