Technical Advisory Group Final Report <br /> <br />Background: <br /> <br /> <br />The Technical Advisory Group (TAG) was created as an advisory group to the Fargo-Moorhead <br />Area Flood Diversion Task Force to assess components and alternatives and provide technical <br />guidance to the Task Force. Members of the TAG include: <br /> <br />Kent Lokkesmoe - DNR Manager; <br />Suzanne Jiwani – DNR Floodplain Engineer <br />Jill Townley – DNR EIS Manager <br />Bob Zimmerman - Moorhead City Engineer <br />Nathan Boerboom - Fargo Division Engineer <br />Gregg Thielman - Diversion Authority Engineer <br /> <br />The TAG held public meetings on November 14, 2017 and November 28, 2017. As part of these <br />meetings the TAG: <br /> <br />• Defined criteria to evaluate alternatives and components. This includes the following key <br />criteria (not in particular order): <br /> <br />o Satisfy Task Force Charter <br />o Meet Laws and Ordinances <br />o Minimize Residual Risk <br />o Reduce Floodplain Impacts <br />o Reduce Environmental Effects <br />o Limit Impacts to Structures <br />o Resilience/Robustness of Design <br />o Cost and Engineering Feasibility <br />o Upstream and Downstream Impacts <br />o Impacts at the U.S./Canadian Border <br /> <br />• Screened components and alternatives for further evaluation. Components that were <br />considered include: <br />o Distributed Storage Alternative <br />o Western Tie-back Levee <br />o Additional Flows Through Town (River Stage (RS) 35’, 37’, 38’, and 39’) <br />o Levee-only Alternative <br />o Change Location of Dam/Southern Embankment <br />o Northern Storage Option <br />o Allowing Increased Downstream Impacts (up to 6 inches maximum) <br />o Wild Rice River-only Diversion <br />o Eastern Tie-back change <br />• Reviewed technical data and developed information for presentation to the Task Force at <br />their November 29, 2017 and December 11, 2017 meetings.
