This Technical Advisory <br />Committee presented the Task Force with engineering options to address concerns about project <br />impacts in each state and county, maintaining the flood plain, and cost considerations. <br /> <br />Technical Advisory Committee Members <br />• Bob Zimmerman, City Engineer, Moorhead. <br />• Nathan Boerboom, City Engineer, Fargo. <br />• Greg Thielman, Principal/Senior Project Manager, Houston Moore Engineering Group. <br />• Suzanne Jiwani, Floodplain Engineer, MN Department of Natural Resources. <br />• Jill Townley, Principal Planner, Environmental Review. <br />• Kent Lokkesmoe, Administrator of the Management Resources Bureau, DNR. <br /> <br />Task Force Findings <br />The Task Force focused on variables related to conceptual engineering designs. Early on, the Task <br />Force came to consensus on the level of protection the project should provide, with consideration <br />for the need to be able to fight bigger floods. While formal consensus was not reached on other <br />variables, the Technical Advisory Committee made recommendations on a number of variables that <br />the Task Force discussed. There were more controversial variables that the Technical Committee did <br />not come to agreement on, and the Task Force asked for further technical review. The key variables <br />discussed include: <br /> <br />1. What is the level of protection? <br />Task Force consensus: 100 year protection at 33,000 cfs <br /> <br />2. Should there be a western tie-back? <br />Technical Committee Recommendation: The Tech Committee recommends this, as it <br />reduces upstream impacts. No Task Force members expressed opposition to the western <br />tie-back. <br /> <br />3. Should there be an eastern tie-back?
