St. Paul District <br /> <br />May 12, 2016 <br /> <br />1. Diversion Inlet Control Structure: Final plans and specifications anticipated in mid May <br />2016. Construction contract award in Fall 2016. This is the top priority for the FMM Team. <br /> <br />2. Minnesota EIS: Final EIS currently scheduled to be released for 10-day public review on 16 May. Determination of Adequacy scheduled for completion in July 2016. <br /> <br />3. Permitting Coordination with States: Coordination continues with both states on phased <br />permitting for the Southern Embankment/dam. Permit applications were submitted to Minnesota and North Dakota on 19 and 22 February respectively. A permit is not required from Minnesota until 2019, earliest. Final signed permit application for Inlet expected to be <br />submitted to the NDSWC in May. <br /> <br />4. Project Partnership Agreement: Agreement coordinated with sponsors and HQUSACE. <br />Soonest execution can occur is July. Needed for federal construction to start at the Inlet. <br /> <br />5. Cemetery Mitigation Plan: Corps will participate in and support any future meetings being <br />scheduled by the Authority. Meetings held on 21 April and 12 May. <br /> <br />6. Alternate Financing/Split Delivery Plan: Assisting with development of RFP and reference <br />documents. Continued reporting/coordination up our chain of command. Will present Federal construction opportunities at upcoming Industry Day on 7 June. <br /> <br />7. In-Town Levees: Continue to support design and construction to assure features can be <br />incorporated into FMM Project. Includes ATR and IEPR reviews. <br /> <br />8. Project Mitigation: Continue work to identify additional environmental mitigation sites. <br />Continue to coordinate with state agency representatives. Focusing on using lands owned by <br />the Diversion Authority. <br /> <br />9. Rights-of-Entry (ROE) and Surveys: ROE request for 2016 to continue performing cultural <br />and HTRW surveys and geotechnical borings was provided in February. Most surveys will <br />begin after harvest. Requires ROE being gained in Minnesota. <br />10. Commander Visit: Colonel Koprowski’s last day in our district is June 30. The Colonel and his <br />replacement, Colonel Samuel L. Calkins, plan to attend the June 9th Diversion Authority Board <br />meeting. Colonel Calkins is currently the command engineer for the US Army Cyber <br />Command, Ft. Meade, MD. <br /> <br />Monthly Update <br /> <br />
