<br /> <br />Upstream Outreach Activity Summary <br />January, 2016 <br />Diversion Authority Board Member Offer to Upstream Opposition <br /> In Sept. 2014, the Diversion Authority sent a letter to Richland Wilkin JPA Chairman Perry Miller <br />and MNDAK Upstream Coalition Chairman Dave Morken offering a seat on the Diversion <br />Authority. The seat at the table was refused. <br /> In Dec. 2015, following the meetings in Fargo with Sens. Hoeven and Heitkamp, the offer was <br />again extended to Chairman Dave Morken for a seat on the board. The position still has not <br />been accepted. <br />Upstream Meetings and Outreach <br /> Chairman Vanyo and Chairman Morken have been meeting regularly (15 times) over the last <br />couple of years. <br /> DA leadership and technical representatives from the DA and USACE met with ND Senator Luick <br />in October, 2014, to review the Senator’s alternative plan. USACE responded in writing in <br />August, 2015. <br /> A joint DA meeting with the MNDAK Upstream Coalition has been proposed for mid‐February <br /> A meeting between the Mayors of Fargo and Moorhead with the Commissioners in Richland and <br />Wilkin County associated with the Richland/Wilkin JPA is also being offered. <br /> Have started meeting regularly with Stanley Township south of Fargo, and a meeting with the <br />City of Horace is planned for February. <br />Project Mitigation <br /> Chairman Vanyo’s 2016 Goals letter includes numerous milestones that could take place after a <br />federal commitment. The letter also describes efforts to develop and finalize upstream <br />mitigation, including cemeteries, farmland, and the acquisition of homes in the staging area. <br /> Cemeteries <br /> A local mitigation team is being formed that includes significant membership <br />from upstream cemetery associations to consider mitigation options above and <br />beyond those required by USACE. <br /> Farmland <br /> The value of flowage easements will be developed in 2016; with the goal of <br />beginning purchasing by the end of the year. <br /> The DA will work with the State Water Commission to expand the geographic <br />scope of the NDSU Agricultural Impact Study. <br /> Voluntary Staging Area Buyouts <br /> The Diversion Authority has fielded numerous requests from impacted owners <br />for an option for an early buyout, and will work with them to jointly reach an <br />agreement on how to move forward. <br />
