St. Paul District <br /> <br />November 12, 2015 <br /> <br />Since the last Diversion Authority meeting, the following project-related activities were worked on: <br /> <br />1. Minnesota EIS: Provided comments on the Draft EIS prior to end of comment period on 28 <br />October. <br /> <br />2. Reach 7/Maple River Aqueduct: Flume study completed which analyzed velocity conditions <br />across aqueduct. Final report anticipated by 30 November. See pictures on page 2. <br /> <br />3. Diversion Inlet Structure: Final Technical Review (FTR) for this gated structure started 29 <br />October 2015. Final plans and specifications anticipated in April 2016. <br /> <br />4. Optimization of Diversion Channel and Low Flow Channel: Continuing this work upstream <br />of the Maple River to the Diversion Inlet Structure. Complete this year. <br /> <br />5. Cemetery Mitigation Plan: Will address Cemetery POC comments on the Draft Plan as part <br />of DA subcommittee work to be performed after MnEIS is complete. Sent follow-up letters to all <br />Cemetery POCs on 13 August and 3 November. <br /> <br />6. In-Town Levees: Continue to support design and construction to assure features can be <br />incorporated into FMM Project. Includes ATR and IEPR reviews. <br /> <br />7. Alternate Financing/Split Delivery Plan: Assisting with development of RFP and reference <br />documents. Continued reporting/coordination up our chain of command. <br /> <br />8. Rights-of-Entry and Surveys: Continue to conduct surveys along the project alignment in ND <br />(cultural, HTRW, borings, USGS flow measurements, land surveys). Borings will continue <br />through the winter months. <br /> <br />9. Real Estate: Continue to review appraisals and support land acquisition activities. <br /> <br />10. Natural Resource Agency Coordination: Met with ND natural resource agencies, NDSWC <br />and Omaha District Regulatory to coordinate state and 404 permits on 3 November. <br /> <br />11. Mitigation: Continue work to identify additional environmental mitigation sites. <br /> <br /> <br />Monthly Update <br /> <br />
