FINAL – FMDA Detention Funding <br />Policy <br /> 3 <br />SECTION II – Procedures for Review and Approval <br />Impoundments qualifying for FMDA Funds are required to provide submittals at three phases during the <br />development of the proposed impoundment. The proposed impoundment will be reviewed and funding <br />determinations will be made at each Submittal Phase. Each submittal and the general activities are listed below. <br />Eligible activities are defined in greater detail in the following sections. <br /> Phase I Submittal – Preliminary Design <br /> Phase II Submittal – Land Acquisition and Final Design <br /> Phase III Submittal – Construction <br />Each submittal will be used to reaffirm FMDA Funding commitment to the proposed impoundment. Information <br />required of the applicant during each submittal phase will undergo technical review including, but not limited to, an <br />assessment of the following criteria: <br /> All eligibility requirements are fulfilled. <br /> Anticipated timeline for implementation. <br /> Potential adverse impacts. <br /> Flood damage reduction benefit downstream. <br /> Other funding sources. <br /> Technical modeling data to determine estimated FMDA funding. <br />Review of each phase of submittals will be used to provide a recommendation to the FMDA to approve or disapprove <br />a continued commitment to the proposed impoundment. Final determinations on FMDA funding commitment to <br />proposed impoundments will be made the FMDA during regularly scheduled meetings. Applications must be <br />submitted a minimum of 60 days prior to determination on FMDA commitment to the proposed impoundment.
