Flood Diversion Board of Authority—March 12, 2015 4 <br />have been purchased through the medical hardship program, which the Diversion <br />Authority has overseen. He said the committee approved that all property management <br />be administered by the CCJWRD. <br />MOTION, passed Mr. Pawluk moved and Mr. Thorstad seconded that all property <br />management be administered by the Cass County Joint Water <br />Resource District. Motion carried. <br /> Mr. Vanyo said the Agriculture Policy Subcommittee has experienced difficulty in obtaining a quorum at recent meetings. As a result, a memo was sent to committee <br />members asking if they want to continue as a member of the subcommittee. He said it <br />may be necessary to recruit individuals who may be interested to serve on the board. <br /> 9. FINANCE UPDATE <br />Committee report <br />The Finance Committee met on March 11th. Michael Montplaisir, Cass County Auditor, <br />said $93 million has been spent so far on the diversion project. He discussed U.S. Bank <br />loan funds, and said the first of the two $50 million loans was taken out by Cass County. <br />The City of Fargo will take out the second phase loan. He said the committee recommended that discussions begin with U.S. Bank to start the process for the second <br />loan as a result of significant projected costs for land purchases in the upcoming months. <br /> <br />Special Assessment District Update <br />The ballots were mailed this week for the special assessment district. Mr. Montplaisir said intergovernmental agreements will need to be in place when the CCJWRD issues <br />debt for the Diversion Authority. He and Kent Costin from Fargo will meet with the <br />CCJWRD bond counsel next week to work out the details in order for the agreements <br />to be drafted. <br /> <br />Corps of Engineers Funding Requests <br />The committee received a funding request from the Corps of Engineers for work in <br />FY2015 and FY2016. The first is for $1.8 million in contract work for geomorphology, <br />fish monitoring, cultural resources and soil boring. The committee agreed to fund <br />$900,000 for cultural resources and soil boring work at this time. <br />MOTION, passed <br />Mr. Pawluk moved and Ms. Otto seconded to approve $900,000 for <br />cultural resources and soil boring work by the Corps of Engineers. <br />On roll call vote, the motion carried unanimously. <br /> The second part of the request is $3 million for labor funds to help support Corps of <br />Engineers work in 2015 and 2016. No action was taken by the committee on this <br />request. Mr. Coleman said sufficient funding is in place now to support the work; <br />however, if the Corps does not receive federal funding, the dollars would be needed. A <br />formal request could be brought back for consideration if the funds are needed. <br />Land Acquisition Directive <br />The committee approved a Land Acquisition Directive to purchase three properties in <br />the on the North Dakota side of the staging area. These individuals may want to re- <br />locate within the City of Oxbow. The directive will start the appraisal process on the properties.
