Flood Diversion Board of Authority—November 14, 2013 1 <br />FLOOD DIVERSION BOARD OF AUTHORITY <br />NOVEMBER 14, 2013—3:30 PM <br /> 1. MEETING TO ORDER A meeting of the Flood Diversion Board of Authority was held Thursday, November 14, <br />2013, at 3:30 PM in the Fargo City Commission Room with the following members <br />present: Cass County Commissioner Darrell Vanyo; Cass County Commissioner Ken <br />Pawluk; Fargo Mayor Dennis Walaker; Fargo City Commissioner Tim Mahoney; Cass County Joint Water Resource District Manager Rodger Olson; Clay County Commissioner Kevin Campbell; and Moorhead City Council Member Nancy Otto. Also <br />present was ex-officio member Gerald Van Amburg, Buffalo-Red River Watershed <br />District. <br /> Staff members and others present: Cass County Administrator Keith Berndt; Fargo City Administrator Pat Zavoral; Moorhead City Manager Mike Redlinger; Clay County <br />Administrator Brian Berg; Fargo City Director of Engineering Mark Bittner; Fargo City <br />Engineer April Walker; Moorhead City Engineer Bob Zimmerman; Cass County Engineer <br />Jason Benson; Bruce Spiller, P.E., CH2MHill; Brett Coleman, Project Manager, Corps of Engineers; and Terry Williams, Project Manager, Corps of Engineers. <br />2. MINUTES APPROVED <br />MOTION, passed <br />Mr. Mahoney moved and Ms. Otto seconded to approve minutes from the October 10, 2013, meeting as presented. Motion carried. <br />3. AGENDA ORDER <br />MOTION, passed <br />Mr. Campbell moved and Mr. Walaker seconded to approve the order of the agenda. Motion carried. <br />4. LEGISLATIVE UPDATE <br />Pat Zavoral said the diversion project has been authorized through the U.S. Senate <br />WRDA bill and U.S. House of Representatives WRRDA bill. The conference committees will be meeting in the next few weeks with plans to finalize legislation to be signed by the President by the end of the year. <br /> <br />5. MANAGEMENT UPDATE <br />Program management consultant (PMC) report Bruce Spiller provided an update on activities over the last month including a review by the Corps of Engineers on design of the southern section of the Oxbow/Hickson/Bakke <br />(O/H/B) levee; construction MOU scope submitted to the Corps; and continued work on <br />land acquisitions and policies. <br /> Corps of Engineers report <br />Brett Coleman provided an update of activities by Corps of Engineers staff including <br />continued support for the Minnesota EIS (Environmental Impact Statement) process; <br />continued design and soil borings work associated with the O/H/B levee; weekly <br />coordination meetings for the O/H/B levee; work on the Maple River aqueduct physical modeling; and updates to cemetery information contained in the feasibility study.
