Flood Sales Tax Committee—May 7, 2018 1 FLOOD SALES TAX COMMITTEE MAY 7, 2018—1:00 PM 1. MEETING TO ORDER <br />Commissioner Mary Scherling called a meeting of the Flood Sales Tax Committee to order on Monday, May 7, 2018, at 1:00 PM in the Commission Conference Room, Cass County Courthouse, with the following present: County Commissioner Mary Scherling; County Commissioner Rick Steen; and County Administrator Robert Wilson. County Auditor Michael Montplaisir and Joint Water Resource <br />District Representative Rodger Olson were absent. Also present were County Commissioner Vern Bennett; Accountant Sarah Heinle; County Engineer Jason Benson; Harwood Mayor Bill Rohrich; Hunter Mayor Ben Olson; Arthur City Manager Adam Bode; Red River Basin Commission Executive <br />Director Ted Preister; Engineer April Walker, A. Walker Consulting; and Engineers Mike Opat, Andrew Aakre, and Cavin Berube, Moore Engineering. 2. MINUTES APPROVED MOTION, passed <br />Mr. Steen moved and Mr. Wilson seconded to approve the meeting minutes from November 20, 2017, as presented. Motion carried. 3. COMMITTEE APPOINTMENT <br />MOTION, passed Mr. Steen moved and Mr. Wilson seconded to appoint County Engineer Jason Benson to the Cass County Flood Sales Tax Committee. Motion carried. <br />4. FLOOD SALES TAX FUND UPDATE Accountant Sarah Heinle reviewed the Flood Sales Tax Fund, which has a current balance of $6.4 million. Sales tax revenues have declined in recent years and the trend is expected to continue. <br /> 5. STATUS OF PREVIOUSLY APPROVED PROJECTS Mrs. Heinle said there are $972,589.14 in encumbrances yet to be requested for reimbursement for previously approved projects. The unencumbered fund balance is $4.8 million. <br /> <br />Mike Opat of Moore Engineering gave brief updates on the status of several open projects of which he is involved. Mr. Benson said he will contact the Cass County Joint Water Resource District <br />(CCJWRD) to see if reimbursement requests can be submitted to close out any of <br />the projects in which they are involved. 6. REVIEW AND SELECTION OF PROJECTS TO BE FUNDED IN 2018 Arthur Flood Risk Reduction Project <br />Engineer Cavin Berube of Moore Engineering was present to discuss the Arthur <br />Flood Risk Reduction Project.
