= <br /> <br />Commission Minutes--December 16, 2002 2539 <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> DECEMBER 16, 2002 <br /> <br />MEETING TO ORDER <br />Commissioners met for an informal planning meeting at 4:00 PM on Monday, December 16, <br />2002, in the Commission Room at the Courthouse. Members present were John Meyer, Robyn <br />Sorum, Scott Wagner, Darrell Vanyo and Vern Bennett. Also present were Michael Montplaisir, <br />County Auditor; Bonnie Johnson, County Coordinator; Kathy Hogan, Social Services Director; <br />Joyce Schepp, Administrative Assistant; and David Cadson, Regional Child Support employee. <br /> <br />CHAIR AND VICE CHAIR FOR 2003 <br />Commissioners discussed the chair and vice chair positions for 2003 and were in agreement to <br />elect the current Vice Chair, Scott Wagner, as Chairman; and that Robyn Sorum be elected as <br />Vice Chair. Official nominations and voting will take place at the first meeting in January. <br /> <br />PLANNING FOR 2003 <br />Commissioners discussed portfolio assignments for 2003, as well as other board and committee <br />assignments. The board will take formal action at the first meeting in January. <br /> <br />No changes were suggested for the regular board meetings or the rotational meetings with <br />county department heads. Legislative meetings to discuss county issues are scheduled for <br />Fridays at 3:00 PM in the Commission Room. <br /> <br />Commission work plans were reviewed, and copies of all department work plans will be provided. <br /> <br />Commission representation on outside agencies was discussed, as well as in-house committee <br />work. Mr. Wagner said David Carlson is present today concerning employee representation on <br />the Personnel Overview Committee. <br /> <br />Mr. Carlson told the board he is interested in being considered for another appointment because <br />the committee only met three or four times during the year, and he felt he was just learning how <br />it works. As a fairness issue, Mr. Wagner suggested keeping employee terms to a one-year limit <br />in order to give as many of the over 350 employees as possible a chance to serve. <br /> <br />Commissioners discussed the issue and said it was commendable that Mr. Carlson wants to <br />serve again. This year's employee representative from the Annex, Carrie Smith, also said she <br />would serve again, if no one else applied. The board agreed it is better to give as many <br />employees as possible a chance to serve on such a committee, and to appoint two employees <br />who submitted their names to represent the Courthouse and Highway Department group. These <br />two employees are Shad Arechigo and Michele Boucher. Three employees from the Annex who <br />have not served before submitted their names for consideration.
