Vanyo <br />Fargo, North Dakota <br /> <br />Robyn Sorum <br />Horace, North Dakota <br /> <br />RESOLUTION #2005-14 <br /> <br />Whereas, <br /> <br />It has been more than five years since the last citizen study of Cass <br />County Government; and <br /> <br />Whereas, <br /> <br />North Dakota Century Code Chapter 40-01.1 requires that city and <br />county governments periodically review governmental structure and <br />cooperation between governmental agencies; and <br /> <br />Whereas, <br /> <br />The State of North Dakota has passed "tool chest" legislation in <br />Chapter 11-10.2 of the North Dakota Century Code; and <br /> <br />Whereas, <br /> <br />A Home Rule Charter was adopted by Cass County voters in <br />November, 1994; and <br /> <br />Whereas, <br /> <br />Information technology and e-government are on the forefront ofthe <br />changing economy, both in the private and governmental sectors. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, That a local advisory study committee <br />be commissioned to review the options available to county government, taking into <br />consideration the "tool chest" legislation and the home rule charter. <br /> <br />BE IT FURTHER RESOLVED, That this committee should look at the possibilities <br />of further collaboration between other governmental entities and Cass County and <br />e-government services to provide more value to the county's citizens. <br /> <br />BE IT FURTHER RESOLVED, That the local advisory study committee be made <br />up of the following members from Cass County: Chad M.
